Job description

SMX is seeking a dynamic Sr. Program Manager to lead a large-scale, mission-critical IT modernization and transformation program for a federal agency focused on national security and law enforcement. The Program Manager will lead a large, multi-disciplinary team of experts in driving this transformation, ensuring the quality and timely delivery of a large-scale portfolio of projects. This role requires a strategic leader with deep technical expertise, exceptional problem-solving skills, and a proven ability to manage complex programs supporting critical government missions. This position is onsite in Camp Springs, Maryland and requires a Top-Secret clearance.
Essential Duties
  • Oversee major segments of complex technology projects, including defining technical objectives, project goals, data requirements, and appropriate methodologies.
  • Lead a large program (100+ FTEs) across multiple service domains, including enterprise integration, case management, DevSecOps, large data processing, and advanced analytics services.
  • Direct the development, implementation, and integration of an enterprise architecture for the capture, storage, and sharing of sensitive data.
  • Manage program schedules, budgets (exceeding $100M), staffing levels, and resource allocation to ensure successful delivery of all project outputs and deliverables.
  • Provide strategic coaching and mentoring to senior executive staff on program governance, agile transformation, and organizational culture.
  • Serve as the primary interface with senior government stakeholders, developing and maintaining strong customer relationships to ensure alignment and program success.
  • Apply deep technical expertise to adapt to evolving requirements and guide teams in delivering innovative, cost-effective solutions using Agile and Lean methodologies.

Required Technical & Methodological Expertise:
  • Demonstrated experience managing programs delivering DevSecOps, enterprise case management, and large-scale data analytics solutions in a cloud-native environment (e.g., AWS).
  • Familiarity with programs leveraging modern data science techniques and technologies, including Natural Language Processing (NLP), Large Language Models (LLM), and Named Entity Recognition (NER), for processing sensitive data.
  • Proven experience managing the development of systems built on containerized micro-services and modern, open-source technology stacks.
  • Expert-level proficiency with SAFe Agile methodology and its application in large-scale federal software delivery programs.

Required Skills & Experience
  • A minimum of 10 years of relevant program management experience.
  • Proven track record leading large-scale federal programs with 100+ FTEs and budgets exceeding $100M.
  • Program management experience within DHS.
  • Strong capability in developing and maintaining customer relationships at the executive level.
  • Active Top-Secret clearance.
  • Active DHS Suitability clearance is required.

Education & Certification:
  • Bachelor's degree required
  • Project Management Professional (PMP) certification is desired
