United Therapeutics (Nasdaq:UTHR) seeks to travel down the corridors of indifference to develop treatments for rare, deadly diseases. We were founded in 1996 by a family seeking a cure for their daughter's pulmonary arterial hypertension (PAH). Today, we have six FDA-approved therapies that treat PAH, pulmonary hypertension associated with interstitial lung disease (PH-ILD) and neuroblastoma, a rare pediatric cancer. Our near-term pipeline seeks to develop additional therapies for PAH and pulmonary fibrosis (PF).
The cure for end-stage life-threatening diseases like PAH, PH-ILD, PF, and many others is an organ transplant, but only a small percentage of donated organs are available to address the vast need. For this reason, we are working to create manufactured organs to address the shortage of kidneys, hearts, lungs, and livers available for transplant. We believe an unlimited supply of tolerable, transplantable organs will eliminate the transplant waiting list and cure end-stage organ diseases for which transplant is not currently an option.
Who You Are
You are a detail-oriented HR professional with a passion for compliance, operational excellence, and continuous improvement. You excel at navigating complex employment, immigration, and regulatory requirements while translating them into practical, people-focused solutions. A trusted partner and proactive problem solver, you build strong relationships across HR, Legal, Talent Acquisition, and leadership to manage risk, drive efficiency, and support a best-in-class employee experience. In partnership with internal stakeholders and external vendors, this role ensures compliance with applicable employment laws and regulations while driving effective program administration, employee support, and continuous process improvement.
- Advise HR leadership on emerging employment, immigration, and workforce compliance risks, developing recommendations and mitigation strategies to support organizational objectives
- Manage Company's employment-based immigration programs and strategies. Serve as subject matter expert for employment-based immigration matters, monitoring national landscape and communicating risks to HR leadership; Partner with outside counsel to oversee immigration program operations, including case management, filing strategy, work authorization monitoring, record retention, and regulatory compliance.
- Oversee I-9 and E-Verify compliance, partnering with Talent Management and Talent Acquisition on execution of timely and accurate Form I-9s for new hires and reverifications. Manage vendor relationship, serve as escalation point for I-9 questions or system troubleshooting, ensure ongoing audits are performed following each hiring class. Establish and execute regular compliance audits and corrective action plans to maintain program integrity.
- Manage preparation and submission of regulatory reporting, partnering with legal, HR leadership, and vendors, including CA Pay Data, VETS-4212, pay transparency and other required compliance filings. Monitor ongoing changes to regulatory requirements, make recommendations to HR leadership, and adjust submission planning to meet requirements.
- Serve as a subject matter expert on federal contractor employment compliance requirements, including Federal Acquisition Regulation (FAR), Section 503 of the Rehabilitation Act, the Davis-Bacon Act and the Vietnam Era Veterans' Readjustment Assistance Act Oversee (VEVRAA) obligations. Coordinate preparation of and implementation of affirmative action plans required for federal contractors under Section 503 and VEVRAA. Perform ongoing monitoring and outreach activities required by the plans. Monitor changes in regulatory landscape and partner with legal and external consultants to determine potential impact.
- Monitor regulatory and legislative landscape and make recommendations to HR leadership on impact to HR policies and handbooks, and procedures. Revise and update related documents and training materials as needed. Maintain HR Policy page on the Company Intranet.
- Administer employee mobility programs, primarily domestic relocations, monitoring and supporting employee relocations; conduct quality and compliance reviews with external vendor. Perform periodic benchmarking of relocation policies and benefits. Monitor developments impacting relocation programs and make recommendations to HR leadership to address. Monitor program effectiveness and employee satisfaction and partner with vendor to implement improvements.
- Develop guidance tools, resources, and trainings for HR team, employees, and managers for areas of responsibility
- Identify opportunities for and implement efficiencies, automation, and process improvements

Minimum Requirements
- 8+ years of progressive human resources experience, including employment compliance, immigration, HR operations, or related programs with a Bachelor's Degree or
- 6+ years of progressive human resources experience, including employment compliance, immigration, HR operations, or related programs with a Master's Degree
- 1+ years of experience managing employment-based immigration programs and work authorization compliance
- 1+ years of experience administering regulatory reporting, compliance audits, and federal contractor compliance activities
- 1+ years of experience interpreting employment laws and developing related policies, procedures, communications, and training
- 1+ years of experience managing vendors and cross-functional projects
- Knowledge of U.S. employment laws and regulations and their application in an employer environment
- Knowledge of employment-based immigration processes, work authorization requirements, and related compliance obligations
- Knowledge of Form I-9 and E-Verify requirements and best practices
- Knowledge of federal contractor compliance requirements, including affirmative action planning, Section 503, and VEVRAA
- Strong analytical, problem-solving, audit, and data analysis skills, including the ability to identify trends, assess risk, and recommend corrective actions
- Ability to interpret and apply complex legal and regulatory requirements
- Excellent written, verbal, and interpersonal communication skills, including the ability to develop training and communicate complex compliance requirements to diverse audiences
- Strong project, program, and vendor management skills, with the ability to manage multiple priorities, deadlines, and stakeholders
- Ability to influence and collaborate effectively across all levels of the organization
- Ability to identify and implement process improvements while adapting to changing business, regulatory, and organizational needs
- Proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, Outlook, Teams, and SharePoint
- Ability to exercise sound judgment and maintain confidentiality when handling sensitive employee and company information
Preferred Qualifications
- Master's Degree in human resources, business administration, legal studies, or related field
- 1+ years of experience with HRIS systems, reporting tools, workflow automation, and process improvement initiatives
- 1+ years of experience in a highly regulated industry
- Professional in Human Resources (PHR)-HRCI or other related HR certification(s)
Job Location
United Therapeutics has the flexibility to hire this role at either our Durham, NC office OR Silver Spring, MD office. Currently this job is a hybrid role requiring at least three days per week in the office. In office requirements could increase based on business needs.
The salary range for this position is $115,000 - $155,000 per year and reflects our good-faith estimate of the compensation for this role at the time of posting. An employee's position within the salary range will be based on factors such as education, qualifications, experience, skills, geographic location, and business needs, as well as other factors permitted by law at the time of posting. This range may be modified in the future based on company and market factors.
In addition, this role is eligible for our short-term and long-term incentive programs.
