• Plan, organize, direct, and evaluate the activities of the Human Capital Strategy (HCS) Division.
• Serve as Senior Advisor to the Deputy Director/Director of Human Capital and Training (HCT) on division projects and programs with national impact.
• Serve as the division Chief by planning, analyzing, and interceding on a variety of issues, problems and operational matters affecting the operations, programs and activities for HCS.
• Oversee studies and projects related to management and productivity improvement, management controls, and long range planning including the development of guidance for management and methods improvement techniques.
• Make recommendations for the proposed reorganization or realignment of functions, and developing manuals and directives covering the administrative aspects of the division.
• Establish production standards and prepare performance plans and appraisals.
• Serve as HCT representative on multi-disciplinary committees, subcommittees, and working groups, and represent the Agency to outside entities to improve the effectiveness of policies, programs, and procedures that relate to human capital strategies.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.
As a condition of employment for accepting this position, you will be serving in a position in Schedule Policy/Career of the Excepted service. You will obtain competitive status after two years of service in this position [if applicable]. Your employment in this position will be at-will. Merit Systems Protection Board (MSPB) appeals of adverse actions concerning performance, discipline, and other matters arising under chapters 23, 43, and 75 of title 5, United States Code will not be available to an individual serving in this position. • Developing, implementing, and evaluating systems in the areas of strategic human resources management, change management, succession planning, and/or organizational development;
• Facilitating strategic planning initiatives for organizations to meet goals and improve performance;
• Consulting with leaders to identify sources of organizational problems, devise workable solutions, and action plans;
• Developing and implementing employee survey or leadership assessment programs;
• Providing technical and administrative supervision and or guidance to a group of subordinate employees.
