• Directing activities of subordinate managers, supervisors and expert staff responsible for key operational and mission support functions and analysis of organizational performance.
• Maintaining knowledge of laws, policies, and regulations of administrative field sufficient to apply new theories and developments to problems.
• Employing a wide range of methods for the assessment and improvement of complex programs, processes and systems.
• Leading the coordination of labor relations issues locally, with frequent collaboration with the USCIS Labor and Employee Relations Program.
• Leading, developing, and managing a high performing, diverse workforce, and ensuring employment practices are administered in a fair and equitable manner.
• Providing authoritative guidance in the resolution of complex problems or issues impacting the Asylum program and other major USCIS programs.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.
Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/21/2026.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/21/2026.
GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:

• Managing programs or personnel in an organizational environment or group;
• Conducting projects for the assessment or improvement of programs, processes or systems;
• Providing guidance to staff or management based on knowledge of organization, programs, and mission goals, objectives or entities;
• Planning, organizing, or completing analytical studies involving a program area.
