Aalis Management Consulting is seeking a highly experienced Senior Policy Analyst with direct experience supporting Department of Defense (DoD) Disability Evaluation System (DES) / Integrated Disability Evaluation System (IDES) programs.

This position supports a federal disability program effort. The successful candidate will provide policy analysis, regulatory research, program-policy support, quality assurance, technical assistance, and executive-level recommendations related to DoD and Department of Veterans Affairs (VA) disability programs.

Direct DES/IDES experience is required for this position. Candidates with only general federal policy, healthcare policy, or program analysis experience will not be considered competitive unless they also demonstrate directly relevant military disability program experience.

The ideal candidate will have experience analyzing and applying DoD policies, VA policies, federal laws, Military Department regulations, and court decisions affecting disability programs, including experience working with DoDM 1332.18.

Key Responsibilities
  • Provide senior-level policy analysis and technical support for DoD disability evaluation programs.
  • Analyze and interpret federal laws, regulations, DoD policies, VA policies, Military Department regulations, and applicable legal decisions.
  • Research and evaluate policy changes affecting disability evaluation, disability benefits, military medical processes, and related programs.
  • Apply and interpret DoDM 1332.18 and related DoD disability evaluation guidance.
  • Support policy development, implementation, review, and revision.
  • Evaluate existing policies and procedures and identify gaps, inconsistencies, risks, and opportunities for improvement.
  • Develop policy memoranda, reports, briefing materials, decision papers, recommendations, and other executive-level products.
  • Provide technical assistance regarding the Disability Evaluation System (DES) and Integrated Disability Evaluation System (IDES).
  • Analyze issues involving Medical Evaluation Boards (MEB) and Physical Evaluation Boards (PEB).
  • Support policy and program analysis involving Special Compensation for Assistance with Activities of Daily Living (SCAADL).
  • Support analysis related to the Physical Disability Board of Review (PDBR), when applicable.
  • Evaluate policy impacts across DoD and VA disability-program stakeholders.
  • Research legislative developments and court rulings affecting military disability programs.
  • Support development and implementation of quality assurance policies, procedures, and controls.
  • Analyze program data, reports, spreadsheets, and other information to identify trends, deficiencies, and policy implications.
  • Support records-management and documentation requirements.
  • Coordinate with government stakeholders, subject-matter experts, legal personnel, policy offices, and program leadership.
  • Supervise or oversee large groups of personnel and coordinate multidisciplinary teams.
Required Qualifications
  • Bachelor's degree in a related field such as public policy, political science, public administration, business administration, or a related discipline.
  • 5+ years of experience supervising or overseeing large groups of personnel.
  • Direct Disability Evaluation System (DES) or Integrated Disability Evaluation System (IDES) experience.
  • Demonstrated experience with DoD disability-policy analysis.
  • Experience analyzing and applying federal laws, regulations, Military Department regulations, and DoD policies.
  • Experience supporting DoD and/or VA disability programs.
  • Working experience with DoDM 1332.18.
  • Experience with policy planning, technical support, quality assurance, and legislative/regulatory analysis.
  • Demonstrated ability to conduct research, analyze complex policy issues, and develop actionable recommendations.
  • Experience working with databases, reports, spreadsheets, and statistical information.
  • Experience with records management.
  • Active PMP certification OR Lean Six Sigma Black Belt certification.
  • Excellent written and verbal communication skills.
