Job description

Location: Baltimore, MD Area (Hybrid, with on-site presence as required by the client)
Clearance/Screening: background investigation required
Position Summary
PBG is seeking a PMP-certified Project Manager to support a highly visible Health IT strategy and project management delivery program.
Key Responsibilities
  • Support the development and execution of IT Strategy, ensuring alignment with mission priorities and federal mandates
  • Provide program and project management support across key initiatives, including Systems Modernization and Shared Services
  • Lead Agile PMO operations, including backlog management, sprint planning, and governance using tools such as JIRA and Confluence
  • Facilitate executive-level meetings, including CIO OKR performance sessions, ensuring clear documentation, action tracking, and data-driven reporting
  • Design and implement communications and Organizational Change Management (OCM) strategies to drive adoption of IT initiatives
  • Strengthen and formalize IT governance frameworks, including documentation and decision-making processes
  • Support IT investment portfolio management, including prioritization, performance tracking, and value realization
  • Collaborate with leadership to shape program actions and ensure successful execution across all objective areas

Required Qualifications (Must-Have)
Education
  • Bachelor's degree or higher in Computer Science, Information Technology, Business Administration, Engineering, Communications, Organizational Development, or related field

Certifications
  • PMP (Project Management Professional) - Required
  • Certified Scrum Master (CSM) or PMI-ACP - Required

Federal Environment
  • Proficient knowledge of systems, and applications (REQUIRED)
  • Experience supporting federal agencies

IT Infrastructure & Strategy
  • Minimum 5 years of experience with enterprise-level infrastructure, including distributed and mainframe environments
  • At least 5 years providing strategic IT guidance, aligned with industry best practices and emerging technologies

Agile Delivery & Team Leadership
  • 3-5 years leading Agile teams, managing backlogs, and performing requirements analysis
  • Experience working across cross-functional teams in complex environments

Technical Writing & Documentation
  • Minimum 3 years developing technical documentation, including reports, manuals, and program deliverables

Communications & Change Management
  • At least 3 years developing and executing communication strategies and OCM plans
  • Experience driving stakeholder engagement and adoption of IT initiatives

Human-Centered Design (HCD)
  • Minimum 2-3 years applying HCD or UX principles in IT solution design

Preferred Qualifications
  • Certifications such as:
    • ITIL Foundation
    • TOGAF
    • Prosci Change Management Certification
    • CompTIA Network+ (or equivalent)
    • HCD / UX certifications (IDEO U, Nielsen Norman Group)
    • Technical Communication certification (e.g., STC)
