APPLICANTS MUST BE PERMANENT IN THE PRINCIPAL ADMINISTRATIVE ASSOCIATE CIVIL SERVICE TITLE
The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
The DSS Accountability Office (DSS-AO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory, regulatory and contractual standards.
The Revenue Office is a major component of AO. It is responsible for the recovery of public assistance benefits paid to current and former participants. The Income Clearance Program (ICP) is a new member of the Department of Social Services-Accountability Office (DSS-AO). DSS-AO is responsible for protecting the integrity of social services programs administered by the NY City DSS and ensuring that DSS complies with all statutory, regulatory and contractual standards. ICP is responsible for the processing of various automated computer matches and other manual matches to uncover excess income or resources of program recipients.
ICP is recruiting for two (2) Principal Administrative Associates II to function as ICP Operations Supervisors, who will:
- Plan, prepare and schedule the work activity of subordinates to provide satisfactory, efficient and timely completion of all projects to meet ICP program objectives. Monitor status of work assignments; conduct audits and make operational changes as required.
- Review data submitted by the group supervisors for proper analysis of the mail processing units and for appropriate management decision-making evaluations by selecting completed individual ICP generated public assistance mail and correspondence samples and initiating corrective action when needed to ensure quality control of mailings. Monitor and control all cases received in the mailer peg.
- Monitor the Newborn Group's progress by requesting daily completion reports from the Newborn Tracking clerk and provide management reports to superiors on all outstanding items for this area. Contact various agencies such as NYSDSS-MAP and Municipal and Private Hospitals for additional information required to process the Newborn referrals.
- Maintain and monitor progress of work assignments by reviewing progress reports submitted by the Group Supervisor. Audit the projects to ascertain that matches are being processed accurately and make operational changes as required to meet ICP's objectives.
- Compile and review statistical reports and cases on the TALX log to provide a record of employee work activity.
- Prepare and complete standardized activity sheets.
- Control and monitor any data entry documents returned due to errors. Make certain that these errored transactions are corrected and returned for error correction within mandated time frames. Monitor the workflow of the staff. Ensure that postal processing procedures are followed in compliance with federal and agency guidelines.
- Rate and evaluate job performance of subordinates. Hold conferences with subordinates regarding disciplinary personal problems and training issues. Train and provide technical assistance for the subordinate supervisory staff. Keep them informed of changes in United States Postal Service and agency mail operations' policies and regulations.
- Review subordinates' attendance to ensure adherence to time and leave policies. Participate in the interviewing process to recruit/hire staff for additional staff.

Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.
