Job description

Job Title: Senior Director of Information Technology Infrastructure
Department: Information Technology

Location: Remote, Must Reside in NY or Bordering PA

Hours Per Week: 40 hours
Schedule: Days, Monday - Friday

SUMMARY
The Senior Director of Information Technology Infrastructure provides strategic leadership for the organization's enterprise infrastructure across cloud, on-premise, and hybrid environments. This role oversees infrastructure operations, cloud platforms, networks, data centers, endpoint management, and infrastructure security while partnering with Rochester Regional Health and organizational leaders to ensure technology solutions are secure, scalable, resilient, and aligned with business goals. The position helps to develop strategy and leads infrastructure modernization, cloud transformation, disaster recovery, and operational excellence initiatives while developing and managing high-performing technical teams.

RESPONSIBILITIES

Strategic Leadership:

  • Partner with RRH IT and executive leadership to assist in the development of long-term technology roadmaps aligned with organizational priorities that are driving cloud / cloud adjacent infrastructure, independence from RRH IT and continues use of RRH IT security systems, ERP and other jointly used systems.
  • Develop and execute the enterprise infrastructure strategy aligned with business objectives.
  • Develop and execute enterprise infrastructure strategies supporting business growth and digital transformation initiatives.
  • Lead cloud transformation, modernization, and data center optimization initiatives.
  • Establish infrastructure standards, governance, and technology roadmaps.
  • Evaluate emerging technologies and recommend investments.
  • Lead the design, implementation, and management of hybrid infrastructure environments, including cloud platforms (AWS / Azure), cloud adjacent (Equinix) and on-premise systems.
  • In corporation with in-house and RRH technologies and staff, direct enterprise network architecture, telecommunications, data center operations, storage systems, virtualization platforms, and endpoint infrastructure.
  • Evaluate emerging technologies and recommend solutions that improve scalability, security, and operational efficiency.
  • Works collaboratively with ACM IT security to support securing and maintaining ISO 27001/Annex A, SOC 2 certifications.


Cloud Infrastructure Management:

  • Oversee design, deployment, and operation of cloud platforms (e.g., Azure, AWS, Google Cloud).
  • As needed, oversee design, deployment, and operation of cloud adjacent platforms (Equinix).
  • Oversee cloud migration, modernization, and optimization initiatives.
  • Manage hybrid-cloud architectures integrating cloud and on-premises environments.
  • Ensure cloud environments are secure, scalable, resilient, and cost-effective.
  • Ensure the contracting, implementation and monitoring of cloud replication and backup to support high availability and best practice business continuity and disaster recovery.
  • Drive enterprise Infrastructure-as-Code (IaC) strategy utilizing Terraform, CloudFormation, and automation frameworks to standardize provisioning, improve operational efficiency, and ensure consistent deployment of cloud and hybrid infrastructure environments.
  • Leads cloud consumption governance, budgeting, and FinOps practices, including oversight of infrastructure budgets, capital expenditures, vendor relationships, and contract negotiations.
  • Lead the strategy, governance, security, and operational management of the Microsoft 365 ecosystem (Exchange, Teams, SharePoint, OneDrive, Viva, Power Platform) and identity services (Entra ID), driving modernization, ensuring compliance and secure collaboration, and establishing enterprise-wide standards in partnership with RRH IT Leadership.
  • Ensure the security, compliance, and governance of Microsoft 365 services, including data retention, eDiscovery, information protection, and regulatory compliance requirements.
  • Oversee Microsoft Entra ID (Azure AD), identity governance, single sign-on (SSO), multifactor authentication (MFA), conditional access, and privileged access management.
  • Develop and maintain Microsoft 365 tenant architecture, administration standards, and operational procedures across business units and subsidiary organizations.
  • Drive Microsoft 365 modernization initiatives, including migrations from on-premises Exchange, file shares, and legacy collaboration platforms.
  • Establish governance frameworks for Teams, SharePoint, Power Platform, and third-party integrations to ensure secure and compliant collaboration.
  • Collaborate with cybersecurity, legal, compliance, and business stakeholders to implement data protection, insider risk management, and secure collaboration controls.


On-Premise Infrastructure Operations:

  • Working with RH IT- ensure proper management of ACM data centers servers, storage, backup, and virtualization platforms.
  • Ensure compliance (SOP, regulatory, client) compliance with backup/retention, infrastructure patching / upgrades and infrastructure operations.
  • Ensure high availability and disaster recovery capabilities are in place and monitored.
  • Working with RRH IT and independently, oversee network infrastructure including LAN, WAN, SD-WAN, wireless, telecommunication and connectivity services.
  • Manage infrastructure lifecycle, upgrades, and capacity planning inclusive of the development and adherence to asset replacement objectives.


Cybersecurity and Compliance:

  • Partner with Information Security leadership to implement and maintain secure infrastructure architectures, ensuring effective security controls and compliance with regulatory, legal, and corporate requirements.
  • Collaborates with IT Security to oversee identity and access management platforms.
  • Lead infrastructure vulnerability management remediation efforts.


Business Continuity and Resilience:

  • Ensure high availability, resilience, and business continuity of critical infrastructure services, owning disaster recovery planning, conducting recovery and resilience testing, and aligning capabilities with organizational risk management objectives.


Team Leadership / Operations:

  • Develop and manage infrastructure budgets, capital expenditures, vendor relationships, and contract negotiations.
  • Lead infrastructure managers, engineers, architects, and operations teams.
  • Build, mentor, and retain high-performing infrastructure, cloud, and operations teams.
  • Manage staffing, performance, and organizational structure.
  • Foster a culture of accountability, innovation, and continuous improvement.


Service Delivery and Operations:

  • Establish and monitor key performance indicators (KPIs), service-level agreements (SLAs), and operational metrics.
  • Lead incident management, root cause analysis, and continuous service improvement activities.
  • Maintain operational excellence through ITIL or similar service management frameworks.
  • Establish and monitor SLAs, KPIs, and operational metrics.
  • Drive incident, problem, and change management processes.
  • Ensure 24x7 support and operational readiness.


Vendor and Financial Management (In cooperation with RRH IT Leadership):

  • Manage relationships with cloud providers, hardware vendors, telecom providers, and managed service partners.
  • Negotiate contracts, licensing agreements, and service agreements.
  • Develop and manage infrastructure budgets and capital expenditures.
  • Optimize infrastructure costs while maintaining service quality.


Architecture and Governance:

  • Establish/Optimize infrastructure governance, standards, policies, and best practices.
  • Establish enterprise infrastructure architecture standards (Cloud, On Premise, Hybrid, Cloud Adjacent).
  • Approve major infrastructure designs and technology selections.
  • Govern technical debt reduction and platform modernization initiatives.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Information Systems, or related discipline.
  • 10 years of experience managing enterprise infrastructure environments.
  • 5 years of senior leadership experience directing infrastructure teams.

  • Experience with enterprise architecture and technology governance programs.

The listed base pay range is a good faith representation of current potential base pay for a successful full time applicant. It may be modified in the future and eligible for additional pay components. Pay is determined by factors including experience, relevant qualifications, specialty, internal equity, location, and contracts.
