Organizational Context and Scope
The IOM Coordination Office for the North Pacific oversees regional operations and strategic initiatives across the North Pacific Islands, focusing on disaster resilience, infrastructure development, and humanitarian assistance. IOM is set to receive funding for a multi-year disaster readiness project named Compact of Free Association READY (COFA READY), covering the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI), and Republic of Palau (ROP). The project covers two components: Component 1: TyphoonSinlakuReconstruction and Component 2: Disaster Readiness in ROP, FSM and RMI. IOM is therefore seeking to recruit a Programme Officer to support the Programme Manager (READY) in the day-to-day implementation of Component 2 in RMI.
Under the overall supervision of the Chief of Mission in Pohnpei and the direct supervision of the Head of Sub Officer in RMI, the Programme Officer (READY) will be responsible for supporting and coordinating the development, implementation, monitoring, and reporting of the COFA READY Component 2 initiatives across RMI.
Required Qualifications and Experience
Education
- Master's degree in Political or Social Science, Business Administration, Migration Studies, International Relations, Humanitarian Affairs, Development Studies, Law, Peace and Conflict Studies, Public Policy/Administration, or a related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above fields with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience supporting the implementation and coordination of disaster risk reduction and readiness projects, especially US-funded projects.
Experience in programme development, monitoring, reporting and evaluation.
Experience working closely with government and community leaders.
Familiarity with project budget monitoring.
Proven understanding of emergency response and disaster risk reduction.
Experience in organizing consultations, workshops, and capacity-building workshops with stakeholders.
Knowledge of UN and bilateral donor programming.
Skills
Excellent communication in English, both written and verbal
Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations, and private sector entities.
Good coordination and programme implementation skills.
Good knowledge of the UN System, Non-Governmental Organizations (NGOs) and other international organizations/institutions.
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Support the implementation of COFA READY Component 2 activities, including the coordination of programmatic, administrative, financial, and operational requirements, in compliance with IOM policies, procedures, and donor requirements. This includes the regular review and updating of the yearly work plan for RMI.
Assist the Programme Manager (READY) in the RMI in monitoring the day-to-day implementation of Component 2 activities against work plans, targets, and expected results, and provide recommendations to support effective project delivery.
Provide regular updates on project implementation, achievements, challenges, and risks to the Programme Manager and Programme Coordinator to support internal management and donor reporting requirements.
Support the collection, consolidation, and analysis of Component 2 project information and contribute to regular progress reporting, monitoring, and evaluation activities in close collaboration with the Monitoring and Evaluation (M&E) Officer.
Support liaison with relevant government counterparts, particularly the National Disaster Management Office (NDMO), and other stakeholders to maintain effective coordination and ensure project activities align with national priorities and disaster preparedness needs.
Support the preparation, review, and timely submission of project reports, briefing notes, and other project documentation in accordance with IOM, donor, and stakeholder requirements, in coordination with the Programme Manager, Programme Coordinator, and Programme Support Unit (PSU).
Contribute to the development, review, and adaptation of training materials, guidance notes, and capacity-building resources to ensure alignment with project objectives and beneficiary needs.
Support coordination with the Procurement and Logistics Unit to facilitate timely procurement planning, delivery of goods and services, and adherence to organizational policies and project implementation timelines.
Support coordination with the Head of Engineering Unit and field engineers to ensure infrastructure-related activities are implemented in a timely manner according to the yearly workplans.
Work closely with the Communications Officer to identify, document, and draft project success stories, visibility materials, and communication products in accordance with donor visibility requirements.
Participate in relevant meetings, workshops, technical working groups, steering committees, and other coordination forums, and contribute technical inputs on disaster preparedness and readiness activities.
Support coordination with READY project teams in the Federated States of Micronesia (FSM) and Palau to promote knowledge sharing, cross-learning, and regional collaboration on disaster preparedness initiatives.
Undertake duty travel, as required, to support project implementation, stakeholder engagement, monitoring, and field coordination activities.
