Description

PCG seeks a motivated, experienced business and account manager in the human services field, with a specialty in human services technology, to join our team. This role will help support our clients accomplish major human services technology transformations to better support their human services programs, such as public benefits management and foster care services. The ideal candidate for this position will possess knowledge and experience in some of the following areas:

  • An understanding of and experience in the sale and implementation of human services technology solutions, particularly integrated eligibility and child welfare (CCWIS) technologies, including feasibility studies, business requirements gathering, solution design, testing, training and implementation support.

  • An understanding of health and human services state agency operations, particularly human service agencies and their technological needs.

  • Experience planning and managing large-scale health and human services technology implementations.

  • Understanding of multi-vendor technology implementation projects, such as roles for DDI, QA, OCM, BPR, PMO and IV&V vendors.

  • An understanding of IT project management and business analysis standards, including PMBoK, BABoK, and IEEE, and understanding of common system development lifecycle (SDLC) methodologies.

  • An understanding of federal technology procurement standards and funding requirements and options, including APD rules and processes and OMB cost allocation principles.

  • Understanding of the national landscape of public sector human service technologies.

  • Experience facilitating executive-level meetings related to complex decision making, such as implications of federal policy changes on state agency technology systems.

Essential Duties and Responsibilities:

Public Consulting Group is seeking a Senior Manager of Business Systems to act as an Executive Account Manager on a large-scale human services technology business planning and support project for the Commonwealth of Pennsylvania, and they will generally oversee a team of human services technology experts and consultants operating nationally.

Client Engagement and Project Delivery

  • Establish good working relationships with local, state, federal and private service agencies.

  • Act as project manager or client engagement manager as needed.

  • Direct and manage contract capture and implementation efforts from beginning to end.

  • Identify and resolve issues and conflicts within the project team.

  • Develop and deliver progress reports, proposals, requirements documentation, and presentations.

  • Proactively manage changes in project scope, identify potential crises, and devise contingency plans.

  • Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.

  • Build, develop, and grow any business relationships vital to the success of the project and the company.

Thought Leadership

  • Elevate PCG's reputation in the marketplace as an innovative leader and trusted partner.

  • Grow a book of business that includes multiple projects with multiple jurisdictions.

  • Manage risk associated with the delivery of services.

  • Provide subject matter expertise on a range of topics relevant to applicant's background.

  • Lead research, speaking engagements and service offering development.

Support and Lead Market Strategy Development and Sales Efforts

  • Provide industry knowledge to lead and assist in strategic planning and product/service line development.

  • Analyzing markets and spot opportunities.

  • Use of existing client networks to provide a perspective on future business.

Other

  • Supervise and mentor a team of human services IT consultants.

  • Other tasks as to be determined by PCG management.

Required Skills:

  • Proper etiquette including customer relation techniques, strong verbal and written communication skills.

  • Ability to prioritize work and meet deadlines.

  • Ability to recognize and maintain the confidentiality of all materials in the work setting.

  • Ability to establish working relationships with federal, state, county agencies and the general public.

Required Experience:

  • 7+ years' experience working within the human services technology field, with at least 5+ years in a leadership/supervisory role, with integrated eligibility and/or child welfare technology experience strongly preferred.

  • Relevant certifications preferred (PMP, Prosci, Six Sigma, etc.).

Compensation:

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides a reasonable range of compensation for this role. In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave.

Range: $120,000-$175,000
