JOB SUMMARY The Human Resources Analyst I performs a variety of routine and complex administrative, technical, and professional work for the Human Resource Department. Reporting to the Assistant Human Resources Director, the Human Resources Analyst I works under moderate supervision sufficient to monitor progress and assess achievement of key performance indicators. ESSENTIAL JOB FUNCTIONS: The following descriptions are intended to be representative of the general responsibilities and duties of the position and are not intended to be all inclusive.
Enters new hires into payroll and timekeeping software and ensures settings are accurate; enters all payroll changes and deductions into Munis for approval. Maintains documents in the Employee Self Service (ESS) Resources tab Oversees departmental purchase orders (including health insurance fund and workers compensation fund), payment to vendors and coordination with finance Works with external HR vendors and finance accounts payable to ensure accurate payment process Enters Purchase Order requisitions for the HR department Responsible for all department coding and submitting invoices to accounts payable; collaborating with HR staff on coding invoices for the department Provides customer service to guests of the Human Resource Department in person and by phone Responsible for completing Personnel Transaction Requests (PTRs) Sends out internal notification for new hires, status changes and terminations Maintains active and inactive employee personnel files in Laserfiche and NEOGOV Processes HR mail and delivers to offices Serves as general backup for the department on a variety of questions including employee benefits, policies and processes Completes requests for verification of employment Provides support for logistics for employee orientation Performs other general clerical and related tasks as required All other duties as assigned Typical Qualifications REQUIRED KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of the philosophies, principles and practices of public personnel administration. Considerable knowledge of employee classification, compensation, benefits, recruitment, selection, and training.
General knowledge of organization and administration of municipal government Working knowledge of generally accepted accounting principles and strong mathematical skills. Knowledge of customer service principles. Demonstrated skill in use of personal computer, including word processing, database and spreadsheet programs.
Ability to exercise independent judgment and discretion. Ability to plan, organize and manage multiple projects and priorities. Ability to creatively and effectively prepare, edit and design reports and other publications.
Ability to present ideas effectively, both orally or in written form. Ability to establish and maintain effective working relationships with associates and the general public. Ability to research, collect, organize and analyze data.
Ability to attend meetings or perform other assignments at locations outside the office. Ability to perform work with a high degree of accuracy and attention to detail. REQUIRED EDUCATION AND EXPERIENCE Bachelor's degree from an accredited college or university with major course work in personnel administration, public administration, business management or a closely related field and a minimum of three years experience in a human resources capacity.
Working knowledge of generally accepted accounting principles required. This position primarily operates in an office setting, performing mostly sedentary work. Physical activity related to this position may include constantly operating a computer and other office productivity machinery, such as a calculator, copy machine and printer, frequently moving about the office to access file cabinets, office machinery, etc. and communicating information and ideas so others will understand.
Sufficient visual acuity is required to prepare and analyze data and figures and do extensive reading. May require the physical exertion of up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects. An employee in this position will not be substantially exposed to adverse environmental conditions.
