Introduction
Come join our team as a Human Resources (HR) Policy and Open Records Coordinator within the Division of Personnel Management. This position will support the State's second largest agency, the Department of Health Services (DHS), with more than 7,000 employees, overseeing HR policy coordination and records management.
This position offers a flexible work schedule which includes core work hours of 9am to 3pm Monday through Friday and a hybrid office remote work schedule. This position has the ability to work remotely up to 5 days per week but will be required to report to the office location at the DHS State Office Building in downtown Madison (201 E. Washington Ave, Madison, WI) on occasion to complete certain tasks.

Position Summary
The position is responsible for coordinating the human resources (HR) policy development, managing Open Records Requests (ORR), and maintaining HR web content. The work requires coordination across multiple program areas and involves regular interaction with employees, supervisors and members of the public.
The primary responsibility involves supporting HR policy development and maintaining the agency's HR web content. This includes researching, drafting, and revising HR policies and procedures, coordinating review and approval workflows, and communicating changes to staff. The incumbent also serves as the primary coordinator for HR-related website content, updating materials following policy changes or approvals, and ensuring accuracy and accessibility.
The secondary responsibility of this position is managing the agency's HR open records function under Wisconsin's Open Records Law (Wis. Stat. Stat. §19.31-19.39 and the federal Freedom of Information Act (5 U.S.C. §552). This includes receiving, logging, and tracking requests, reviewing records for confidential information or exempt information, coordinating with program areas to gather responsive records, and drafting written responses within statutory timelines. Accurate recordkeeping and a working knowledge of applicable statutes and exemptions are essential for this function.
The most critical knowledge, skills, and abilities for this position are strong written communication skills, sound judgment in legally sensitive situations, and the ability to interpret and apply statutes and policies accurately. The incumbent must also be able to work independently, managing competing deadlines, and approach unfamiliar problems with curiosity and self-directed research.
Salary Information
  • The starting pay is between $28.50 and $34.50 per hour (approximately between $59,200 to $71,700 per year), plus excellent benefits.
  • A 12-month probationary period is required.
  • This position is classified as a Program and Policy Analyst and is in pay schedule and range 07/04.
  • Pay for current or former state employees is set based upon the rules that apply to compensation for the applicable transaction.

Job Details
  • All applicants who may be appointed to this position will be required to allow DOA to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
  • Employees must have access to both a private workspace and secure high-speed internet for hybrid remote work option.

Qualifications
Minimally qualified applicants will have all of the following:
  • Experience interpreting and analyzing complex information such as rules, policies, laws, or procedures.
  • Experience drafting or revising professional correspondence such as policies, legal documents, or procedure documents.
  • Experience consulting or providing technical assistance to others in the interpretation of policies and procedures.

  • Experience with open records laws.
  • Experience working in a legal, regulatory, or compliance-related environment.
