Job description

Job Summary

•     The Health Services Administrator (HSA) is a member of the management team and reports to the Chief Healthcare Administrator (CHA).The HSA has administrative and operational oversight for all on-site and off-site health care services for the Heart of Florida Health Center under the supervision of the CHA. This includes complying with applicable state and local health services regulations, statutes, and maintaining all required accreditations. The HSA has four main areas of responsibility: personnel management, patient management, clinical quality management, and operations management. This is accomplished by providing guidance, direction, and support to health services staff, ensuring staff are trained and supported in the delivery of care. The HSA works collaboratively with the Directors of Nursing, Behavioral Health, and Medical Director and Dental provider in ensuring that correctional health services staff, programs, and operations are in alignment with the health center’s strategic plan and initiatives. This position requires you to be on-site in Marion County at a correctional facility.      •      

Qualifications/Requirements
  1. Bachelor’s or Master’s in Business, Health, or related field strongly preferred; healthcare experience (administrative or other clinical role) can be a substitute for academic preparation.
  2. One (1) to three (3) years of experience in healthcare operations management required.
  3. Three (3) to five (5) years of experience in healthcare corrections or operations management preferred.
  4. Must have good written and verbal communication skills.
Physical Requirements
  1. This position is very active and requires standing, walking, bending, kneeling and stooping all day.
  2. Must be able to lift, carry and handle equipment, supplies and other work site materials according to position requirements.
  3. Have strong mental acuity and the ability to maintain a professional demeanor.
  4. Ability to respond quickly to emergency situations within the corrections facility.  
Essential Functions                                                                                                                    
  1. Responsible for the oversight of Human Resource activities to include payroll review, staff recruitment and hiring, ensuring current staff licensures and certifications, maintenance of employee personnel files and other record keeping.  
  2. Monitors all financial reports for accuracy.
  3. Assists the CHA and HR Director with monitoring employee time and attendance, staff utilization and staff overtime.
  4. Completes and submits required medical department reports.
  5. Evaluates and recommends methods of improving operational efficiency and cost effectiveness.
  6. Monitors the retention, orientation, and performance of all health services personnel.  Is responsible for the administration and timely completion of all required performance appraisals. 
  7. Monitors all services rendered by the health care providers and compiles applicable statistical data.
  8. Ensures the proper flow of relevant information to correctional and health services personnel.
  9. Closely monitors all potential catastrophic illnesses and the use of available resources to maintain cost.  Relays information to correctional administration as necessary. 
  10. Assists the CHA and Medical Director in the development, implementation, monitoring and annual review of all health care policies and procedures.
  11. Maintains a positive working relationship with correctional staff, nursing staff, and contract providers and outside agencies.
  12. May require administrative on call in special circumstances.
  13. Monitors the use of all pharmaceutical services.
  14. Reviews and processes all purchase orders.        
  15. Assists with the oversight of and maintains records for all in-service programs. Monitors for compliance with all applicable national and state health care and correctional standards.    
  16. Actively participates in medical CQI program.
  17. Ensures that safe and sanitary patient care and staff working environment is maintained on the health services unit.
  18. Assists the Medical Directors, Director of Nursing, and Director of Behavioral Health in the performance of their job duties and responsibilities.
  19. Complies with all facility and company rules and regulations.
  20. Assists the CHA with the preparation of materials and data for the HFHC Board of Director Meetings.
  21. Assist with the preparation of contract agreements and letters as required.
