Job description

Job Title:         Sr. Property Manager

Department:    Property Management

Reports To:     Area Manager/VP

FLSA Status:   Exempt

Phipps Houses is one of the nation’s oldest and largest not-for-profit developers/owners of affordable housing. It is a multi-faceted real estate organization, involved in the development, finance, construction and asset management of new and rehabilitated multi-family housing for low to middle income New Yorkers. Through its subsidiary, Phipps Houses Services, Inc., it conducts residential and commercial property management.  The Organization is looking for an experienced, energetic Senior Property Manager to lead in the day-to-day management of an established portfolio of affordable housing in the Bronx, New York.    This is a mixed income portfolio of Tax Credit, HUD senior, one coop and one supportive housing property.   The portfolio contains over 1,400 units over 10 properties.  We pride ourselves on the longevity of our staff, great salary and benefits program, and the team-oriented culture we have built.

Successful candidate MUST have experience in supervising a large portfolio of affordable housing assets along with tax credit experience and managing a staff of direct reports.  Responsibilities include providing great customer service to our residents; overseeing a site management team and maintenance staff; the ability to work collaboratively with site staff and other team members within the organization.  The applicant must demonstrate excellent writing and planning skills and must be a confident and quick-thinking individual able to prioritize essential tasks.

Salary range is $82,000 to $92,000 and is based on education, training and experience.  This position is also eligible for an annual discretionary bonus.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Tenant communications and coordination of social services when appropriate
  • Rent subsidy management with various agencies  
  • Coordinates annul unit inspections and need for repairs
  • Ensure any building violations are promptly corrected
  • Approve applicants for HUD subsidized units.
  • Execute leases for new move ins, renewals, and transfers
  • Coordinate make ready of units for re-rental
  • Oversee rent collections and delinquencies, repayment agreements
  • Oversee legal services related to lease enforcement and delinquent accounts
  • Approve invoices for payment
  • Work with the Purchasing Department for the procurement of the services and materials needed.
  • Prepare for annual HUD REAC inspection
  • Prepare and submit annual owner certification reports to regulatory agencies
  • Work with governmental agencies and site staff to ensure overall regulatory compliance, i.e. HUD, HPD, HDC, DHCR etc.
  • Evaluate personnel requirements and other management site costs as they compare from site to site and make recommendations accordingly

Supervisory Responsibilities                                                    

 Manages site staff at the assigned properties. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Technical Skills                                                

 To perform this job successfully, an individual should have knowledge of Yardi software; On Site, Site Comply, other Database software; Order processing systems; Excel Spreadsheet. Knowledge of HUD and LIHTC rent and income calculation formulas, eligibility rules

Education and Experience

  • Associates Degree (60 or more college credits) required - Bachelor’s degree preferred
  • 5  years experience managing affordable residential rental properties
  • Supervisory experience of 5 or more staff
  • Excellent interpersonal and communication skills are required for daily interaction with tenants
  • Excellent written and verbal communication skills
