Job description

This position as a Completion and Commission Manager will be responsible for planning, leading and managing field commissioning teams in support of commissioning sequences for a variety of electrical and mechanical equipment and systems in conformance with startup standards and procedures. This position will be responsible for testing of facilities, management of documentation and confirming alignment with project contractual requirements. The Completion and Commission Manager will require on site project time to support requirements. This on-site time may be business travel or long-term field assignment.

  • Observe and promote company and site safety policies.
  • Direct the planning, preparation and implementation of project pre-commissioning, commissioning and startup requirements.
  • Review and evaluate efforts by assistant, staff and senior level Completion and Commission Coordinators.
  • Train, manage, and lead Assistant, Staff and Senior level Completion and Commission Coordinators.
  • Audit, define and provide contractual specification for project specific completion and commissioning requirements.
  • Create, verify and finalize turnover boundaries and turnover packages.
  • Provide quality review of turnover packages built by others.
  • Lead teams in tracking, reporting and turnover documentation of projects and ensure field teams understand and implement the tools.
  • Develop, support and refine methods of reporting for pre-commissioning, commissioning and completions.
  • Develop method for all documentation and system turnover from Construction to Client.
  • Evaluate vendor requirements per individual package, define timelines, budgets, management of vendors for all phases including pre-commissioning, commissioning, and startup efforts.
  • Develop and implement pre-commissioning, commissioning and startup plans.
  • Review plans built by others for various projects.
  • Ensure satisfactory implementation by field teams during execution of pre-commissioning, commissioning and completion plans.
  • Approve and / or perform verifications of construction status and completion on equipment.
  • Perform and accept inspection of installed devices and completion of field required setup and verifications.
  • Coordinate and lead checkout, testing, pre-commissioning and commissioning phases of project efforts by addressing problems and routine requirements of equipment and devices.
  • Lead the management of documentation of pre-commissioning, commissioning and startup activities to support project record keeping and reporting requirements, including turnover documentation.
  • Lead Completion and Commission coordinators in the completion of project requirements.
  • Independently lead projects for Completions and Commissioning, including proposal support.
  • Understand and demonstrate knowledgeable use of various testing equipment operation, processes, and procedures.
  • Oversight of pre-commissioning, commissioning and startup procedures.
  • Lead regularly scheduled meetings for completion, pre-commissioning, commissioning and startup.
  • Review staffing for effective utilization and staff sizing and meet provide budgetary goals.
  • sResponsible for management of project work activities: mechanical - piping, rotating equipment, stationary equipment, steel, welding, rigging, insulation, heat trace, paint, hydrostatic testing, fire protection and coatings; electrical - installation, conduit, cable pulls, relay testing, substation, terminations. All as applicable per job skill set of individual.
  • Familiarity with responsibilities of a Mechanical or Electrical Superintendent.
  • Ability to lead construction activities and provide support finishing construction and meeting turnover requirements.
  • Provide leadership, guidance, and instruction to less experienced staff.
  • Responsible for QA/QC process adherence.
  • Responsbile for compliance with company and site safety policies.
  • Performs other duties as assigned.
  • Complies with all policies and standards.
  • High School Diploma/GED or GED and 17 years of completions and/or commissioning experience required or
  • Associate Degree in Mechanical, Electrical, Chemical engineering/technology, construction management, or relevant field of study and 15 years of completions and/or commissioning experience preferred or
  • Bachelor's degree in mechanical, Electrical, Chemical engineering/technology, construction management, or relevant field of study and 13 years of completions and/or commissioning experience preferred.
  • Proficient computer skills (e.g. Microsoft Office)
  • Proficient in Bluebeam and cloud-based software.
  • Candidates will be required to complete a minimum of 30 hours of OSHA training in order to be OSHA 30 Hour Certified.
