TASK FORCE: FEMA Disaster Recovery
UNIT: Sandy Grant Management
JOB TITLE: One (1) Deputy Assistant Director
CONTROL CODE: BAW-27-03
SUMMARY:
The Mayor's Office of Management and Budget (OMB) is the New York City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
The FEMA Disaster Recovery Task Force, within the OMB-Managed Grants subdivision, works with City, State, and Federal agencies to help New York City recover from the lasting impacts of Hurricane Sandy, COVID-19, Tropical Storm Isaias, Tropical Storm Ida, and Tropical Storm Ophelia, as well as other federally declared disaster events. The team coordinates policy, monitors the budgets, and ensures compliance with applicable requirements for projects funded through the FEMA Public Assistance program. Additionally, the team works with various agencies to build the City's capacity to prepare for and respond to future disasters. This new position will be responsible for day-to-day programmatic oversight, in conjunction with the Assistant Director and existing team staff, of the FEMA Hurricane Sandy recovery grant. This includes project management, reimbursement claiming, compliance, and grant closeout.
Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least three years.
JOB DESCRIPTION:
The duties of the position include the following:
-Project Administration
oDevelop and maintain knowledge of active Sandy projects, across a variety of work types being implemented by numerous City agencies.
oObtain working knowledge of applicable Federal, State, and City rules and regulations. Interpret, monitor, and communicate changes to staff and partner agencies and task forces.
oCollect and review documentation.
oIdentify and recommend solutions for various programmatic issues.
oContribute to and participate in training seminars on FEMA requirements to City agencies.
oTake an active role in identifying opportunities to increase funding awards.
oEnsure that claiming/reimbursement requests are proceeding in a timely manner.
oReport on status of projects to upper management, DHSES, and FEMA including identifying risks to completion.
oRepresent OMB/NYC in meetings with external partners like New York State and FEMA.
oWork with FEMA Task Force colleagues, other OMB Task Forces, and agencies to ensure projects are adequately progressing, properly budgeted and expenditures tracked, and all relevant FEMA policy and guidance is being followed.
-Team Supervision
oOversee a team of OMB staff that is tasked with day-to-day tracking of projects.
oWork with other task force members to develop and provide trainings so staff are supported and have opportunity for professional development within the team.
oAnalyze the efficiency and effectiveness of task force procedures and develop recommendations for change.
QUALIFICATIONS:
-Experience with the FEMA Public Assistance Program and Grants Manager (Grants Portal) required.
-Experience working with and managing complex projects.
-Strong analytical, organizational, and problem-solving skills with an emphasis on attention to detail.
-Strong interpersonal skills, and the ability to maintain working relationships.
-Strong written and spoken communications skills.
-Basic understanding of budgeting and accounting principles
-Ability to work independently as a self-motivator and to motivate others.
-Ability to work calmly and proficiently under pressure and to adhere to deadlines.
-Must possess strong technical skills including proficiency in Microsoft Office software (Excel, Word, PowerPoint) and the ability to learn new technology quickly.
REQUIREMENTS:
Deputy Assistant Director ($145,807): Bachelor's degree, preferably in public administration, business, finance, economics, data science, accounting or a related subject, and a minimum of four (4) years' experience in budgetary planning/management, financial analysis, public policy analysis, grants management, or a related field or a Master's degree, preferably in accounting, finance, public administration, public policy, or a related field, and a minimum of two (2) years of experience state grant management, financial analysis, budget planning/management; state budget analysis, or a related field.
