This position offer a hybridized work schedule. This position will be headquartered at and required to work from the Hill Farms State Office Building in Madison, WI at least 2 days per week. Position Summary As statewide program manager for General Transportation Aids (GTA), this position is the expert for over $550 million in state funds provided annually to Wisconsin's 1,922 counties, cities, village and towns. This position functions as a liaison with other department staff, state agencies, statewide local associations, legislators and staff. Assignments include examining program implications of policy changes, designing methods to be used in various analyses, preparing reports to show study results, and recommending courses of action based on analytical results to division and department management.
This position analyzes, formulates, and manages the development, implementation and maintenance of computer applications, systems and tools that provide WisDOT with the ability to meet unit local program stewardship responsibilities by conducting policy, program and process performance reporting and evaluation. Additionally, this position is responsible for the management of other state aid programs including Connecting Highway Aids (CHA), Lift Bridge Aids (LBA), Disaster Damage Aids (DDA), County Forest Road Aids (CFRA), and Expressway Policing Aids (EPA). This position will also help provide backup support for the administration of WisDOT's state funded Local Roads Improvement Program (LRIP) as needed.
This position regularly exercises great discretion through independent decision-making and problem resolution as project manager and/or department representative. Responsibilities include preparing analyses, reports and fiscal estimates on proposed legislation, in order to determine the impact of proposals on local program operations.

annual salary of $66,560-$94,994, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications Qualified applicants will have all the following:- Experience managing one or more program.
- Experience interpreting, applying, and analyzing laws, rules, policies, or procedures.
- Experience working with or in state, federal, and/or local government.
- Experience in developing and summarizing complex technical information in oral and written form for internal and external business partners.
- Experience working with Microsoft Excel, Microsoft Word, and Microsoft PowerPoint or comparable.
In addition to having all the above, well qualified applicants will have one or more of the following:- Experience using Microsoft Excel or similar to create pivot tables and conditional formulas.
- Experience with program analysis.
- Experience monitoring and/or instituting changes to a program as a result of legislative or administrative changes.
