Job description

Business Analyst 2

The Texas Health and Human Services Commission (HHSC) requires the services of one (1) Business Analyst 2 to support the Compliance and Quality Control (CQC) Division in the transformation of the Solicitation Review System (SRS). This position involves analyzing, documenting, and validating business and technical requirements for the migration of the current systemโ€”built on Microsoft Forms, PowerAutomate, Excel, and PowerBIโ€”into a redesigned solution using Jotform. The selected candidate will work under limited supervision with considerable latitude for initiative and independent judgment and will collaborate closely with the Senior Systems Advisor and business stakeholders. Note: All deliverables are considered "works made for hire" and remain the property of HHSC.

The project focuses on modernizing the existing Solicitation Review System by:

  • Migrating workflows from Microsoft Forms & PowerAutomate โ†’ Jotform
  • Transitioning Excel-based data storage to structured data models
  • Supporting redesign of PowerBI reporting dashboards
  • Ensuring seamless integration of legacy and new data for analytics
  • Enhancing workflow automation, reporting, and data quality

The Business Analyst 2 will:

  • Lead requirements gathering and stakeholder engagement
  • Perform gap analysis between current and future system states
  • Document functional and technical requirements
  • Support testing, validation, and implementation activities
  • Ensure alignment between business needs and technical solutions

Minimum Requirements:

  • 7+ years of Business Analysis experience
  • Strong experience in: requirements elicitation & documentation, gap analysis, testing and validation
  • Government/Public sector experience (MANDATORY)
  • Experience working on similar system transformation projects

Preferred Skills:

  • Microsoft Excel (Advanced)
  • PowerBI (5+ years)
  • PowerAutomate (5+ years)
  • Jotform (1+ year)
  • Experience with workflow automation and reporting systems
