Job Description — Senior Cobrand Card Issuing Manager 

Role Summary As the Senior Cobrand Card Issuing Manager, you will own the strategy, growth, and day-to-day performance of HEB's cobranded credit and debit card programs. This role sits at the intersection of financial services, loyalty, and retail. You will be responsible for managing issuing partnerships, driving cardholder acquisition and engagement, and ensuring our card programs deliver meaningful value to HEB customers and the business. You will serve as the internal owner and external face of HEB's card programs, working closely with issuing partners, card networks, and internal stakeholders to launch new products, optimize program economics, and deepen customer relationships. Success in this role requires equal parts strategic vision and operational rigor: you are as comfortable building a multi-year card strategy as you are reviewing acquisition funnel metrics or negotiating terms with a banking partner or dealing with customer complaints. 

What You'll Do 

  • Own end-to-end program management for HEB's cobranded credit and debit card products, including strategy, roadmap, partner governance, and performance accountability 
  • Manage and strengthen relationships with issuing bank partners and card networks, serving as the primary point of contact for strategic and operational matters 
  • Drive cardholder acquisition, activation, and engagement together with Marketing and our partners, developing and executing go-to-market strategies in partnership with Marketing and Store Operations 
  • Own program P&L, including forecasting, budget management, interchange economics, and the cost/benefit analysis of new features and promotions together with P&A analyst  
  • Lead annual and quarterly business reviews with issuing partners, synthesizing performance data across acquisition, spend, attrition, and credit to surface insights and action plans 
  • Define and prioritize the product roadmap for card features, benefits, and cardholder experience improvements, partnering with internal product and engineering teams as needed 
  • Act as the connective tissue across Payments, Digital Product, P&A, Marketing, and Legal to align card programs with enterprise priorities 

What You'll Bring 

  • Preferred 7+ years of experience in financial services, payments, or card product management, with direct exposure to cobranded or private label card programs 
  • Strong understanding of card issuing economics, including interchange, credit risk fundamentals, cardholder lifecycle management, and program P&L drivers 
  • Experience managing bank or fintech issuing partnerships, including contract governance, joint business planning, and escalation management 
  • Proven ability to drive cross-functional initiatives in large, matrixed organizations, aligning stakeholders across marketing, legal, finance, and operations 
  • Data-driven and analytical: comfortable building business cases, interpreting performance dashboards, and translating insights into program decisions 
  • Clear, confident communicator who can present program performance and strategy to senior leadership and external partners alike 
  • Retail or grocery industry experience a plus; deep appreciation for how financial products intersect with customer loyalty and everyday spend behaviors
