Job Description:
Blue Water Thinking is seeking an experienced and dedicated Jr. Program Analyst to join our team, supporting the Integrated Healthcare Transformation (IHT) initiative. The primary responsibility of this role is to support the Veterans Health Administration (VHA) in program planning, audits, and evaluations related to various healthcare programs and projects.
Primary Responsibilities:
  • Support program analysis and the development of documentation for healthcare initiatives.
  • Assist in strategic planning and coordination efforts across multiple project stakeholders.
  • Contribute to the creation and maintenance of integrated master schedules.
  • Support event planning and execution related to program milestones and stakeholder engagement.
  • Assist with Congressional Affairs-related support, including the preparation of reports and briefings.
  • Analyze and report on program metrics to assess performance and outcomes.
  • Provide administrative and technical support for Financial Management Systems.
  • Assist in identifying risks and developing mitigation strategies for program success.

Minimum Qualifications:
  • Bachelor's degree (BA/BS).
  • Minimum of 3 years of relevant professional experience in program or project analysis.
  • Strong organizational skills with the ability to manage multiple priorities.
  • Excellent verbal and written communication skills.
  • Demonstrated ability to work both independently and in team settings.
  • Experience using Microsoft Office tools (Word, Excel, PowerPoint, Outlook).
  • Strong analytical and problem-solving skills to support audits, evaluations, and risk assessments.

Preferred Qualifications:
  • Experience working with or supporting the Department of Veterans Affairs or other federal healthcare agencies.
  • Familiarity with Financial Management Systems or government budgeting processes.
  • Exposure to strategic planning tools or master scheduling platforms (e.g., MS Project, Smartsheet).
  • Understanding of healthcare operations or Veterans Health Administration (VHA) systems.

Eligibility:
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role.

Compensation:
Salary for this position is determined by various factors, including but not limited to, location, the candidate's particular combination of knowledge, skills, competencies and experience, as well as contract specific affordability and organizational requirements. The proposed salary range for this position is outlined below.
Salary range: $60,000 - $80,000
