Job description

Core4ce is seeking a highly skilled Senior Informatics Program Analyst to support the Integrated Healthcare Transformation (IHT) initiative within the Veterans Health Administration (VHA). This role combines program analysis, healthcare informatics expertise, and Agile methodologies to support the successful planning, evaluation, and continuous improvement of healthcare technology and operational initiatives. The Senior Informatics Program Analyst will leverage clinical informatics knowledge, data analytics, and business process improvement methodologies to assess program effectiveness, identify opportunities for optimization, and support organizational transformation efforts.

Responsibilities:

  • Analyze, evaluate, and assess the effectiveness of healthcare programs, operational processes, and organizational initiatives supporting the VHA.
  • Collect, validate, and interpret qualitative and quantitative data to measure program performance, operational outcomes, and business process effectiveness.
  • Develop reports, dashboards, presentations, and executive-level briefings that communicate program status, trends, risks, and recommendations.
  • Perform data analysis and data manipulation activities to identify operational inefficiencies and opportunities for process improvement.
  • ย Support the development and implementation of performance metrics, key performance indicators (KPIs), and measurement frameworks.
  • Provide recommendations for improving business processes, operational workflows, and healthcare technology adoption based on data-driven insights.
  • Collaborate with clinical, operational, technical, and executive stakeholders to assess program performance and support decision-making.
  • ย Identify, assess, track, and mitigate program risks and issues, ensuring appropriate escalation and resolution strategies are implemented.
  • Apply clinical informatics expertise to evaluate healthcare workflows, system utilization, and the impact of technology on clinical operations.
  • ย Support program governance activities, strategic planning efforts, and continuous improvement initiatives.
  • Leverage SAFe Lean-Agile principles and practices to support organizational change, continuous delivery of value, and operational excellence.
  • Work closely with Agile teams, Product Owners, Release Train Engineers, and leadership to align program objectives with business and clinical priorities.
  • Assist in developing process documentation, business cases, workflow analyses, and recommendations that support transformation initiatives.
  • ย Ensure compliance with applicable VHA policies, standards, and program requirements.

Qualifications:

  • Ability to obtain and maintain a Public Trust Clearance.
  • Bachelor's degree in Healthcare Informatics, Health Information Management, Business Administration, Public Health, Information Technology, Nursing, or a related field.
  • Minimum of 10 years of professional experience in program analysis, healthcare operations, healthcare informatics, or related disciplines.
  • Relevant clinical informatics experience within a Veterans Administration healthcare setting is required.
  • Demonstrated knowledge of planning, analyzing, and evaluating the effectiveness of operating programs and business processes.
  • Experience using source data to assess program effectiveness and support operational decision-making.
  • Strong qualitative and quantitative analytical skills with the ability to interpret complex data sets and generate actionable recommendations.
  • Proven experience manipulating, analyzing, and presenting data through reports, dashboards, and executive-level briefings.
  • Experience identifying, assessing, and mitigating program risks and developing risk management strategies.
  • Strong understanding of healthcare operations, clinical workflows, and healthcare information systems.
  • ย Experience supporting organizational change initiatives and process improvement efforts.
  • Demonstrated understanding of SAFe Lean-Agile principles and practices.
  • Experience working with Agile teams to drive value delivery, sustain organizational change, and improve operational effectiveness.
  • Excellent written, verbal, presentation, and stakeholder engagement skills.

Preferred:

  • Experience supporting Veterans Health Administration (VHA) modernization, transformation, or healthcare technology initiatives.
  • Knowledge of electronic health record (EHR) systems, clinical decision support systems, and healthcare interoperability standards.
  • Experience developing executive dashboards and data visualizations using tools such as Power BI, Tableau, or similar platforms.
  • SAFe certification (SAFe Practitioner, SAFe Agilist, SPC, or equivalent).
  • Experience supporting federal healthcare programs and initiatives.
