Support NASA's Occupational Health Mission
Location: NASA Armstrong Flight Research Center (AFRC), Edwards, California
H&L Environmental Services is seeking an experienced Environmental Health Program Lead to support NASA Armstrong Flight Research Center's Occupational Health Program. This position serves as the technical lead for Environmental Health activities and provides leadership, oversight, and subject matter expertise across Industrial Hygiene, occupational exposure assessment, environmental health compliance, hearing conservation, ergonomics, and occupational health support programs.
Working alongside Occupational Medicine personnel, Health Physicists, engineers, scientists, safety professionals, and operational personnel, the Environmental Health Program Lead helps protect worker health, support mission readiness, and maintain compliance with NASA Occupational Health Program requirements.
This is a unique opportunity to support advanced aerospace research, flight operations, laboratories, industrial facilities, and mission-critical programs within one of NASA's premier research centers.
Position Summary
The Environmental Health Program Lead provides leadership and technical expertise for the implementation, administration, and continuous improvement of NASA's Environmental Health Program. The successful candidate serves as the primary technical resource for occupational exposure assessment, industrial hygiene monitoring, workplace hazard evaluation, environmental health compliance, and Occupational Health Program support activities.
The position requires strong technical expertise, sound professional judgment, regulatory knowledge, and the ability to effectively communicate with employees, management, medical personnel, engineers, and researchers in a dynamic operational environment.
What You Will Do
Environmental Health Program Leadership
โ€ข Lead implementation of Environmental Health and Industrial Hygiene programs.
โ€ข Serve as the primary technical advisor regarding occupational and environmental health hazards.
โ€ข Support compliance with NASA Occupational Health Program requirements, NPR 1800.1, OSHA regulations, and industry best practices.
โ€ข Develop Environmental Health priorities, work plans, and program improvement initiatives.
โ€ข Coordinate Environmental Health activities with Occupational Medicine personnel, Health Physics personnel, and operational organizations.
โ€ข Support annual Occupational Health Program reviews, self-assessments, and audits.
Industrial Hygiene & Exposure Assessment
โ€ข Develop and manage the installation Exposure Assessment Program.
โ€ข Conduct qualitative and quantitative exposure assessments.
โ€ข Design and implement exposure monitoring strategies and sampling plans.
โ€ข Conduct workplace evaluations involving:
o Chemical hazards
o Noise
o Heat stress
o Indoor air quality
o Ventilation systems
o Ergonomic stressors
o Biological hazards
o Non-ionizing radiation
โ€ข Evaluate workplace hazards and recommend engineering, administrative, and personal protective equipment controls.
โ€ข Maintain exposure assessment records, databases, and monitoring documentation.
โ€ข Analyze exposure data and prepare technical reports and recommendations.
Occupational Health Program Support
โ€ข Support Occupational Medicine personnel through workplace evaluations and exposure characterization.
โ€ข Support medical surveillance programs through hazard identification and exposure assessment.
โ€ข Coordinate with physicians, nurse practitioners, nurses, and other Occupational Health personnel regarding workplace health concerns.
โ€ข Investigate employee health complaints and occupational exposure concerns.
โ€ข Participate in Occupational Health Monthly Management Meetings and program reviews.
Hearing Conservation & Ergonomics
โ€ข Manage and support Hearing Conservation Program activities.
โ€ข Conduct noise assessments and dosimetry evaluations.
โ€ข Investigate and document Standard Threshold Shift (STS) cases.
โ€ข Perform ergonomic assessments and workstation evaluations.
โ€ข Recommend corrective actions to reduce ergonomic and occupational injury risks.
Environmental Health Compliance & Program Support
โ€ข Support implementation and compliance of Environmental Health programs, including:

โ€ข Prepare monthly Exposure Assessment Status Reports and Environmental Health program metrics.
โ€ข Develop trend analyses and performance indicators to evaluate program effectiveness.
โ€ข Prepare technical reports, corrective action recommendations, and compliance documentation.
โ€ข Develop procedures, guidance documents, and training materials.
โ€ข Support continuous improvement initiatives across Environmental Health and Occupational Health programs.
Emergency Response & Incident Investigation
โ€ข Support emergency preparedness and response activities involving occupational and environmental hazards.
โ€ข Participate in incident investigations and root cause analyses.
โ€ข Conduct workplace hazard evaluations following incidents or employee concerns.
โ€ข Support drills, exercises, and operational readiness activities.
Education & Training
โ€ข Develop and deliver Environmental Health training programs.
โ€ข Support employee awareness campaigns and outreach initiatives.
โ€ข Provide technical guidance to employees, supervisors, and management regarding occupational health hazards and controls.
Required Qualifications
โ€ข Bachelor's degree in Industrial Hygiene, Environmental Health, Occupational Health, Occupational Safety, Environmental Science, Engineering, Physical Science, or related discipline.
โ€ข Minimum six (6) years of progressively responsible experience supporting Industrial Hygiene, Environmental Health, Occupational Health, Health Physics, or related technical programs.
โ€ข Demonstrated experience conducting workplace exposure assessments and industrial hygiene evaluations.
โ€ข Experience designing and implementing industrial hygiene monitoring programs.
โ€ข Strong knowledge of:
o OSHA occupational health regulations
o Industrial hygiene principles and practices
o Occupational exposure assessment methodologies
o Hazard recognition and control strategies
o Medical surveillance support principles
โ€ข Strong technical writing and communication skills.
โ€ข Ability to communicate effectively with technical and non-technical personnel.
โ€ข Ability to work independently in operational, laboratory, and industrial environments.
โ€ข Valid driver's license and ability to obtain access to federal facilities.
Preferred Qualifications
โ€ข Certified Industrial Hygienist (CIH).
โ€ข California Certified Asbestos Consultant (CAC) or Certified Site Surveillance Technician (CSST), or ability to obtain within three months of hire.
โ€ข Experience supporting federal Occupational Health Programs.
โ€ข Experience supporting NASA, DoD, DOE, NIH, aerospace, laboratory, research, or military operations.
โ€ข Experience supporting Hearing Conservation Programs and Standard Threshold Shift investigations.
โ€ข Experience supporting medical surveillance programs.
โ€ข Experience performing ergonomic assessments and indoor air quality evaluations.
โ€ข Experience supporting OSHA, NASA OCHMO, DOE, or DoD audits and assessments.
