About the Position: This position is located at William Beaumont Army Medical Center in El Paso, Texas.

Duties
Help
  • Prepare monthly reports on Management Indicators which compares current year position to prior years and program.
  • Provide information for projected programs on pay, overtime and supply based on prior year cost, projected workload, pay raises and inflation factor.
  • Review statistical data and analyze the problem log to identify systemic problems, ensuring ready access to essential manpower, personnel, labor cost assignment, education and training, and personnel readiness information.
  • Interpret laws, policies, regulations, directives and providing oral/written recommendations pertaining to external payroll system guidance, and obtain support and acceptance of proposed position.
  • Provide advice, assistance and guidance to management officials regarding system capabilities, available data, recurring and nonrecurring reports, policies and procedures, and general operational matters of HR modules.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes evaluating employee performance and identifying staff developmental needs; reviewing statistical data and reports to analyze trends and develop standard operating procedures; monitoring system operational status; and coordinating and tracking system requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
Preferred Experience:
  • Demonstrate experience analyzing and managing complex, DoD-relevant healthcare-relevant data systems - e.g., labor cost accounting, manpower/time-and-attendance, or comparable enterprise data platforms - sufficient to interpret trends, identify data integrity issues, and translate system output into actionable guidance for leadership.
  • Experience operating in a healthcare or clinical operational environment, with an understanding of business operations in that setting, is strongly preferred.
  • Direct experience with DoD-specific systems (MEPRS, DMHRSi) is preferred but not required.
  • Prior supervisory or team-lead experience is preferred, given the incumbent will directly supervise established subject matter experts.
