About Madison State Hospital:

Madison State Hospital is located in a rural area overlooking the Ohio River and has served the citizens of Indiana for over a century, opening its door to patients in 1910. As part of the Indiana State Psychiatric Hospital Network, our staff offer comprehensive treatment programs utilizing a Trauma Informed Care approach. Patients admitted for treatment can participate in individual therapy, medication therapy, family therapy, psycho-educational groups, rehabilitation therapies, chaplain services, co-occurring programming, as well as employment opportunities. Unit-based programming is augmented with campus-wide specialty groups. MSH has been a state leader in evidenced-based medication prescribing to both reduce the risks associated with polypharmacy and optimize clinical outcomes. The hospital clinical and medical leadership collaborate with the unit treatment teams to provide the most contemporary and comprehensive care possible.

Salary:

A Day in the Life:

​​The essential functions of this role are as follows:

  • ​Oversee the daily operations of the Health Information Services Department and provide excellent customer service.

  • ​Serve as hospital Health Insurance Portability & Accountability (HIPAA) Privacy and Security Liaison by tracking and follow-up on all privacy complaints, amendment requests, restriction requests, and accounting of disclosure requests.

  • ​Participate in Hospital Governance by Chairing and participating in hospital committees and task groups.

  • ​Train and direct the HIS Dept clerks in the performance of their duties (i.e., recordkeeping, chart analysis, information disclosure, preparation and submittal of court commitment reports, data entry into the Cerner electronic medical record.

  • ​Consult on ICD-10 and DSM-5 coding inquiries for accurate and timely coding of diseases and procedures for reimbursement and statistical report generation.

  • ​Manage the disclosure of protected health information, ensuring that state and federal regulations are adhered to.

  • ​Manage the generation of monthly, quarterly, and yearly statistical reports and specialized studies as requested. Manage the collection of data and data tabulation by HIS staff. Design and write custom reports in the Cerner EMR.

  • ​Manage the accuracy and timeliness of analysis of medical records according to The Joint Commission (TJC) standards and Medicare/Medicaid (CMS) documentation regulations.

  • ​Develop and implement FSSA and hospital privacy and security policies and procedures that meet federal and state regulations for patient health information.

  • ​Serves as records coordinator and oversees the retention and destruction of hospital records, including patient medical records, according to DMHA, state, and federal regulations.

  • ​Develop and conduct concurrent and retrospective review studies of medical records according to The Joint Commission standards.

  • ​Prepare health data for continuous performance improvement and TJC/CMS accreditation surveys.

  • May perform data entry for Research Institute (NRI) reporting, as required by The Joint Commission.

  • ​Maintain a working knowledge of state and federal confidentiality laws, and CMS regulations, which govern mental health and medical record practices.

  • ​Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.

  • ​Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

What You'll Need for Success:

Individuals in this role should minimally be able to articulate or demonstrate the following:

  • Familiarity of state and federal confidentiality codes, including HIPAA regulations.

  • Understanding of The Joint Commission, CMS, and state regulations regarding health information management.

  • Ability to operate computers and coding software.

  • Ability to compile reports as requested.

  • Ability to delegate work, set clear direction, and manage workflow.

  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.

A degree is not required. However, at least 8 years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
