Hazardous Waste Inspector Jobs (NOW HIRING)

The St. Johns County Solid Waste Division oversees the effective solid waste operations throughout the County through its solid waste ordinance, exclusive residential contract, and its non-exclusive, solid waste franchise program. This involves weekly curbside collections of residential waste for nearly 120,000 residences including household garbage, recycling, and yard waste. In addition, the County also provides oversight of commercial/ industrial solid waste and construction & demolition debris collections through its franchise agreements. The newly selected Solid Waste Inspector will join the team responsible for the ensuring seamless, solid waste operations within the County.

ESSENTIAL RESPONSIBILITIES

• Performs routine field inspections of solid waste containers for compliance, resolves unsafe or unsanitary field conditions, monitors activities for potential follow up by Code Enforcement, and issues warning notices in the field related to non-compliance.

• Responds to customer service requests and allegations of improper activity, resolves complaints regarding all solid waste services, and makes contact with customers to resolve field or container inspection issues.

• Maintains documentation of field inspections and compliance to satisfy State and County regulations; maintains records and reports relative to delivery of containers and other customer service contacts; maintains records and reports relative to collections, hauling, and disposal of materials collected for billing purposes. These records may also include photographs, maps, interview notes and other documentation, in addition to the official inspection report.

• Monitors, inspects, researches and reports on waste diversion related activities: assures franchise hauler compliance, documents violations, collaborates with other code enforcement personnel or law enforcement officers, reviews building permits and franchise agreements, identifies property owners and offending parties, and performs basic customer waste audits.

• Composes correspondence to respond to citizen requests and concerns; to address violations or prepare warnings, and to educate the community on the availability or breadth of services. Prepares and files formal criminal charges, as directed.

• Delivers and explains basic information and educational materials to residential customers and the general public related to solid waste programs. Represents the County in public forums, as assigned.

• Maintains a full-time presence on the job.

• Performs other duties as assigned.

ESSENTIAL REQUIREMENTS

• High school diploma or equivalent recognized certification.

• Sufficient experience to understand the basic principles relevant to the major duties of the position, associated with having had a similar position at least five years.

• Must possess and maintain a valid Florida driver's license and any other endorsements necessary to legally operate vehicles used while assigned to this position.

• Must possess and maintain within six (6) months from date of hire certification in Household Hazardous Waste, Materials Recycling Facility (MRF), and Transfer Station Spotter.

• Must possess and maintain F.D.E.P. certification for the Stormwater, Erosion, and Sedimentation Control Inspector Qualification Course within (6) months from date of hire.

• Must complete at least 30 additional Solid Waste continuing education units through SWANA programs within three (3) years from date of hire.

• Must possess good interpersonal and communication skills to serve others.

• Must be able to comprehend, speak and write the English language.

ESSENTIAL SKILLS

• Knowledge of contract management philosophy, methods, techniques, and procedures.

• Knowledge of customer service principles and practices.

• Knowledge of public finance, budgeting and purchasing principles and practices.

• Knowledge of generally accepted accounting and fund accounting principles and practices.

• Knowledge of federal and state laws or ordinances regarding solid waste management, procurement, and contract administration.

• Knowledge of computers and job-related software programs.

• Skill in planning, organizing, directing and coordinating the work of personnel.

• Skill in the analysis of problems and the development and implementation of solutions.

• Skill in the preparation of clear and precise administrative reports.

• Skill in oral and written communication.

ENVIRONMENTAL DEMANDS

• Working Conditions may include some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.), extreme noises, odors, heights and/or dust.

• Physical Activity may include sitting, walking, lifting heavy objects up to 25lbs, kneeling, crouching, reaching, or standing.
