Job description

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.
DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
Qualifications:Positions will be filled as vacancies occur. The Full Performance Level (FPL) may be either GS-09, GS-11, GS-12 or GS-13 and is determined based on the position being filled. Management has the discretion to select candidates at grade levels below the FPL and promotions are not guaranteed.
Specialized Experience:
For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service, is required.
Transcripts (if applicable) If you are substituting education for specialized experience at the GS-09 you must submit all of your transcripts. The absence of this information will result in an ineligible rating.
Specialized experience at the GS-09 level is defined as experience applying fundamental principles, theories, and concepts of financial management; or experience assisting in providing day-to-day management and administration of an organization's financial processes, including, but not limited to, monitoring and tracking the use of funds, gathering data to support financial reviews or reporting, reconciling financial records, and ensuring transactions comply with established guidelines.
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service, is required.
Transcripts (if applicable) If you are substituting education for specialized experience at the GS-11 you must submit all of your transcripts. The absence of this information will result in an ineligible rating.
Specialized experience at the GS 11 level is defined as experience supporting a full range of financial administration services, including, but not limited to, monitoring and executing budgets, analyzing financial data to identify trends, and preparing reports to support fiscal planning; or experience identifying and resolving financial discrepancies by conducting research, reconciling accounts, and recommending effective, compliant solutions.
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service, is required.
Specialized experience at the GS12 level is defined as experience independently providing comprehensive financial administration services, including, but not limited to, developing, reviewing, and analyzing multi-year financial programs of projects; or experience independently resolving complex financial and resource management issues or discrepancies.
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required.
Specialized experience at the GS13 level is defined as experience providing comprehensive financial advisory services, including, but not limited to, leading the development and execution of multi-year financial plans, resolving the most complex financial discrepancies, and ensuring all financial processes and products are in compliance with financial management rules and regulations; or experience serving as a key financial advisor to management, responsible for resolving complex discrepancies and recommending alternative solutions to financial and resource management problems.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing KSA's or competencies are required.
Qualifications must be met within 30 days after the closing date of this announcement.Education:GS-09 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.
