The Aviation SMS and Controller Stakeholder Manager combines aviation domain knowledge with OCM expertise to help ensure the agency's modernization initiative's organization change management (OCM) activities are operationally sound, aligned with safety priorities, and effectively adopted across the aviation workforce.

This critical Stakeholder Manager serves as the strategic liaison between the Stakeholder Engagement Office and frontline aviation professionals, providing subject-matter expertise on aviation operations, safety, and process integration while guiding organizational change efforts. This role will lead engagement planning and own the relationship with key stakeholder groups and represent their interests and perspectives to inform program decisions, operational readiness, and adoption strategies. The position is responsible for building trusted relationships, establishing and facilitating listening sessions and operational forums, translating stakeholder insights into actionable program improvements, and advising leadership on the operational and cultural implications of proposed changes.

Responsibilities
  • Identify and establish trusted relationships with frontline aviation stakeholders-including air traffic controllers, technical operations personnel, and other safety-critical aviation professionals -to ensure their operational perspectives consistently inform OCM activities and BNATCS modernization decisions.
  • Design and support stakeholder engagement activities that surface adoption risks, workforce concerns, and cultural/operational friction points and provide recommendations to improve workforce readiness, adoption readiness, and stakeholder sentiment
  • Strategize, plan, collect, and translate frontline operational insights into actionable OCM strategies that strengthen trust, improve communication, and accelerate BNATCS adoption across the aviation workforce
  • Apply aviation domain expertise to design and implement targeted engagement and change interventions aligned with stakeholder interests and operational realities. For example, developing strategic messaging that clearly connects BNATCS changes to air traffic controllers' current challenges, aviation safety principles, and Safety Management System (SMS) priorities.
  • Drive stakeholder adoption and workforce readiness by identifying perceived or real operational concerns early and shaping engagement planning and program adjustments that increase acceptance and reduce implementation risk
  • Improve trust and transparency between BNATCS leadership and the aviation workforce through structured engagement strategies to include listening sessions, operational forums, and feedback collection methods.
  • Design, measure, and assess stakeholder sentiment, workforce readiness, and adoption health to guide OCM strategy adjustments.
QualificationsRequired
  • Ability to obtain Public Trust (U.S. Citizen)
  • Bachelor + 8yrs, including 5yrs+ controller experience (e.g., Tower/Flight Data/Ground Controller, TRACON Controller, Contract Controller, etc.)
  • Demonstrated familiarity with fundamental aviation frameworks and processes, including Aviation Safety Management System (SMS)
  • Strong stakeholder engagement skills, including experience in unionized or labor-partnered settings.

Preferred

  • Formerly certified in relevant certifications (e.g., Certified Professional Controller (CPC), Air Traffic Control Specialist (ATCS), Facility Ratings, Control Tower Operator (CTO))
  • Past or present involvement with aviation industry groups and communities - including unions and trade organizations - are a plus
  • DMV area
