Job description

OCT Consulting is a business management and technology consulting firm that supports Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for a Solutions Developer / Full Stack Developer to work with our federal client. This position is contingent upon contract award.

Day to day responsibilities include:

  • Bridge communication between analysts or subject matter experts and Data Scientists or Interface/System Designers to minimize ambiguity of requirements.
  • Develop and update enterprise architecture to enable timely modernization of information management services and solutions.
  • Instruct the design of network architectures and systems to enable hosting of target services and solutions.
  • Provide technical advice on the standardized use of data visualization tools to design and integrate visual analytics for data.
  • Transform the interpretation and analysis of data into analytics delivered bi-weekly to the COR or Technical Monitor.
  • Provide transfer of technical information to integrated project teams in support of solution design and development.
  • Assess risks of implementing new technology at and design countermeasures considering integration, interoperability, IT platforms, and IT policies.
  • Develop visual/graphical artifacts depicting processes, workflows, user stories, and use cases using tools such as Word, Visio, and Microsoft TFS.
  • Perform data modeling, interpretation, and analysis of data to address data dissemination methods and management of large volumes of data.
  • Assist with building platform infrastructure for visual analytics and design complex databases or data storage as enterprise solutions.
  • Assist with building and assessing performance of backend computer infrastructure supporting data storage, data visualization analytics, and massive analytical/computational transactions.
  • Create process diagrams to document interactions between processes, data, and stakeholders.
  • Assist in planning and documentation of Security Assessment and Authorization (SAA) requirements.
  • Develop, assess, and customize applications and tools; serve as resource in backend services including database development, PowerShell scripting, server configuration, open-source coding, machine learning, and various programming languages (R, D3, Python).

Requirements

  • Must be a U.S. Citizen.
  • Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related field (or equivalent experience).
  • Minimum 5 years of experience in software/solutions development in a federal government IT environment.
  • Proficiency in multiple programming languages including R, D3, Python, and PowerShell scripting.
  • Experience with database development, database schema design, database administration, and data modeling.
  • Experience with data science techniques including machine learning.
  • Experience with enterprise architecture design, cloud solutions, and backend infrastructure for large-scale data analytics.
  • Experience with data visualization tools (Tableau, Power BI) and integration of visual analytics.
  • Experience developing visual/graphical artifacts using tools such as Visio and Microsoft TFS.
  • Knowledge of the NIST Risk Management Framework and Security Assessment and Authorization (SAA) processes.
  • Knowledge of federal IT compliance requirements including NIST, FISMA, and Section 508.
  • Certifications preferred: AWS/Azure Cloud certification, relevant programming certifications, or equivalent.
  • Location: Primarily remote/offsite Occasional onsite work in Hyattsville, MD or Atlanta, GA may be required.
