Job Description The Department of Military and Veterans Affairs (DMVA), Division of Homeland Security and Emergency Management (HS&EM), Disaster Assistance Section is recruiting for an Emergency Program Manager 2. This position is in the Supervisory (SS) bargaining unit at a range 22. This position is open to Alaska Residents only.

What You Will Be Doing: The Emergency Program Manager 2 is a leadership role that involves guiding the State's Disaster Assistance Section to aid communities in Alaska's recovery from disasters by managing critical funding programs and ensuring responsible use of resources. Responsibilities include planning, administering, and overseeing both state and federal disaster assistance efforts, building and leading a high-performing team through guidance and professional development, and fostering collaboration with FEMA, government agencies, tribal organizations, and community leaders.

The role also requires serving in emergency management leadership during crises to coordinate statewide response and recovery, ultimately enhancing community resilience and safeguarding Alaskans. Minimum Qualifications Two years of managerial experience managing an organized effort to mitigate against, prepare for, respond to, or recover from emergencies, disasters or terrorist events. This experience is met by service as an Emergency Program Manager 1 with the State of Alaska, or the equivalent elsewhere.

OR Three years of managerial experience managing a program which included creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or directing the recovery from such events. OR A bachelor's degree, in any field, from an accredited college; AND Two years of experience managing a program which included creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or directing the recovery from such events. Special Note: A valid Alaska driver's license is required.

Some positions require the incumbent to obtain a federal security clearance. Work may require periodic, 24-hour on-call duty and travel to remote locations in small aircraft and boats, and may involve exposure to inherently hazardous or potentially dangerous environmental conditions. To qualify for this position, the incoming team member must be willing and able to occasionally travel to remote field sites using boats, small aircraft, and helicopters, and be prepared to work in varying weather conditions, in confined areas, and potentially be exposed to wildlife. Job Specific Requirements: Driver's License: Must possess and maintain a valid Real ID Driver's License. Installation Access and Security Requirements: The Department of Military and Veterans Affairs (DMVA) is located on Joint Base Elmendorf-Richardson (JBER), a federal military installation. The incumbent may be required to pass a security background check to obtain an installation access permit.

Compliance with all JBER regulations, security guidelines, and base protocols is mandatory. The installation commander may revoke access privileges at any time for noncompliance. Federal Security Clearance: The incumbent may be required to obtain and maintain a security clearance with the U.S

Department of Homeland Security. Special physical, mental, or behavioral requirements of the position: Must be willing and able to travel within the State, including very remote areas, or out of State on an as needed basis. Transportation can be via government vehicle, commercial airlines (large and small), very small planes, helicopters, boats, snow machines, and ATVs to remote areas of the state to support the Departments mission.

Catastrophic disaster emergency response is likely to impose more stringent physical and mental requirements such as: rapid deployment away from home and family, changed work times (day vs. night) and longer shifts (12 hours or more); Working in austere facilities and frequently at tasks very different from day-to-day assignments, and living in sometimes spartan accommodations, similar to outdoor camping and can include: tents, sleeping bags, cabins, gymnasium floors, etc. An employee's stamina and ability to withstand stress are essential in such situations.

The incumbent will be directly responsible for implementing actions and providing support to communities and jurisdictions that have life and death implications. The additional level of stress associated with these responsibilities requires mental and emotional strength.
