Job description

Business Technology Integrators (BTI), headquartered in suburban Washington, DC, is seeking a highly motivated and technically capable GovCon IT Director with strong proposal writing and solution-development skills. This is an ideal role for a mid-career professional (5-7 years) who combines IT expertise with the ability to support federal capture, proposal development, and technical solutioning. You will help shape our IT strategy, support federal customer engagements, and contribute to winning new business through compelling, compliant, and technically accurate proposals.
This position offers significant growth potential into senior IT leadership, technical solution architect roles, or full capture management.
Key Responsibilities
IT Leadership & Technical Oversight
  • Support the planning, implementation, and maintenance of IT systems, infrastructure, and security controls.
  • Assist in developing IT policies, procedures, and compliance documentation aligned with federal requirements (e.g., NIST, FISMA, FedRAMP).
  • Coordinate with internal teams and subcontractors to ensure technical solutions meet customer and contract requirements.
  • Provide technical input for project execution, troubleshooting, and continuous improvement.
Proposal Writing & Technical Solution Development
  • Lead or support the creation of technical proposal sections, including solution narratives, staffing plans, management approaches, and compliance matrices.
  • Translate complex technical concepts into clear, compelling language tailored to federal evaluators.
  • Work with SMEs, engineers, and project managers to gather technical content and shape winning solutions.
  • Ensure proposals are compliant with RFP/RFQ requirements and aligned with evaluation criteria.
GovCon Business Support
  • Participate in capture activities, including customer research, competitive analysis, and solution shaping.
  • Assist with developing technical artifacts such as diagrams, architectures, and capability statements.
  • Support contract transitions, onboarding, and technical kickoff activities.
  • Maintain awareness of federal IT trends, emerging technologies, and agency priorities.
Cross-Functional Collaboration
  • Work closely with leadership, BD, and operations to align IT capabilities with business strategy.
  • Coordinate with cybersecurity, cloud, and engineering teams to ensure solutions meet federal standards.
  • Support internal IT needs, including system administration, vendor management, and technology planning.

Required Qualifications
  • Bachelor's degree in Information Technology, Computer Science, Cybersecurity, Engineering, or a related field.
  • 5-7 years of experience in IT, technical writing, proposal development, or federal contracting.
  • Strong technical writing and proposal writing skills, with the ability to produce clear, structured, and compliant content.
  • Understanding of IT systems, networks, cloud environments, or cybersecurity fundamentals.
  • Excellent communication, organization, and analytical skills.
  • Ability to work in a fast-paced environment and manage multiple deadlines.

Preferred Qualifications
  • Experience supporting federal proposals (RFPs, RFIs, RFQs, IDIQs, task orders).
  • Familiarity with NIST frameworks, FISMA, FedRAMP, or other federal IT standards.
  • Exposure to federal procurement tools (SAM.gov, FPDS, GovWin).
  • Experience with IT project coordination or system administration.
  • Technical certifications (CompTIA Security+, Network+, AWS Cloud Practitioner, etc.) are a plus.

Annual Salary up to $125,000 plus Bonus
