Technical GIS Project Manager - ArcGIS Enterprise (Full Stack Delivery Manager)
Role Summary
The Technical GIS Project Manager is a full-stack delivery leader accountable for the successful execution of enterprise GIS initiatives-from solution definition and delivery through stabilization and operational readiness. This role blends hands-on ArcGIS Enterprise technical depth, program/project delivery ownership, and people and stakeholder management, ensuring GIS platforms and applications are delivered, operated, and evolved at scale.
The role owns outcomes, not just plans.
Key Responsibilities
End-to-End Delivery Ownership
โ€ข Own full lifecycle delivery of ArcGIS Enterprise programs: design, build, migrate, upgrade, deploy, and transition to operations
โ€ข Accountable for scope, schedule, budget, quality, risks, and delivery outcomes
โ€ข Manage delivery across application, platform, data, integrations, and infrastructure workstreams
โ€ข Lead Agile, Waterfall, or hybrid execution models
Full Stack Technical & Platform Management
โ€ข Provide technical leadership across the entire GIS stack:
o ArcGIS Enterprise (Portal, Server, Data Stores)
o Web GIS applications and services
o GIS databases and data pipelines
o Cloud platforms (Azure/AWS) and DevOps pipelines
โ€ข Partner with architects and engineers to drive solution decisions, trade-offs, and standards
โ€ข Oversee upgrades, performance, HA/DR, security, and platform optimization
โ€ข Ensure solutions are built for operability, scalability, and long-term maintainability
Operational & Managed Services Readiness
โ€ข Drive transition from project delivery to steady state operations or AMS
โ€ข Assist in defining support models, SLAs, runbooks, and monitoring requirements
โ€ข Coordinate incident, enhancement, and backlog management post go-live
โ€ข Act as an escalation point for production issues impacting GIS platforms
Stakeholder, Team & Vendor Leadership
โ€ข Serve as primary delivery owner for clients and executive stakeholders
โ€ข Translate business objectives into actionable technical delivery plans
โ€ข Lead cross-functional, onshore/offshore teams and third-party vendors
โ€ข Run governance forums, sprint ceremonies, design reviews, and exec reporting
Required Experience & Skills
Experience

โ€ข 8+ years in GIS delivery, technical program management, or platform leadership
โ€ข 5+ years owning and delivering ArcGIS Enterprise-based solutions
โ€ข Proven ownership of complex, multi-team enterprise programs
Technical Breadth (Full Stack)
โ€ข Strong working knowledge of ArcGIS Enterprise & Web GIS
โ€ข Experience with GIS databases (SQL Server, Oracle, PostgreSQL)
โ€ข Cloud exposure (Azure or AWS), DevOps tools, and release management
โ€ข Working understanding of automation (Python/ArcPy) and integrations
Leadership & Delivery
โ€ข Strong Agile delivery leadership (Scrum / SAFe/hybrid)
โ€ข Comfortable operating across strategy, execution, and operations
โ€ข Excellent stakeholder communication and decision-making skills
