Job description

After Brightline Florida completed the first passenger rail system connecting Miami and Orlando, Brightline West was formed to connect Las Vegas and Southern California through the nation's first true high-speed, electric passenger rail system. Reaching speeds of more than 186 miles per hour, this 218-mile high-speed rail service will take passengers from Las Vegas to the Greater Los Angeles area twice as fast as the normal drive time.
We are looking for talented individuals to join Brightline West, who share our pioneering mindset for building something that's the first of its kind and have a bright vision for redefining the future of American travel.
SUMMARY
We are looking for an experienced and highly skilled Environment Manager to join our team. The ideal candidate will have extensive experience in environmental impact analysis, regulatory compliance, and managing large-scale, multi-jurisdictional development projects involving both state and federal permitting and funding. The Senior Environmental Specialist will play a key role in the environmental review and permitting process, with a primary focus on ensuring compliance with NEPA, Section 106, and various other federal and state regulations. This role will require a deep understanding of environmental laws, regulations, and best practices, as well as the ability to navigate complex permitting processes and collaborate with stakeholders across different agencies, and manage project timelines and budgets.
PRIMARY RESPONSIBILITIES
  • Lead and manage and team responsible analysis of and ensuring compliance with all federal, state, and local environmental requirements including NEPA (National Environmental Policy Act), NHPA (National Historic Preservation Act) Section 106, Water Quality Certification Section 401/404, Endangered Species Act Section 7, US DOT Section 4(f) and others.
  • Collaborate with various stakeholders, including federal, state, and local agencies, as well as project teams, to facilitate and manage permitting processes.
  • Provide technical expertise on environmental laws, regulations, and policy changes, advising project teams on their implications.
  • Work with federal agencies, State Historic Preservation Offices (SHPO), Tribal authorities, and other stakeholders regarding historic preservation.
  • Facilitate U.S. Fish and Wildlife Service (USFWS) Biological Opinion (BO) consultations related to endangered species and critical habitat.
  • Lead Section 401 and 404 permitting processes with the U.S. Army Corps of Engineers (USACOE), including preparing and submitting required documentation for permits related to water quality and wetlands.
  • Manage compensatory mitigation with federal agencies, primarily the Bureau of Land Management (BLM) and USFWS
  • Oversee Stormwater Pollution Prevention Plans (SWPPP) and National Pollutant Discharge Elimination System (NPDES) permits, ensuring compliance with water quality regulations.
  • Manage environmental compliance and permitting for multi-jurisdictional development projects, ensuring successful project outcomes.

QUALIFICATIONS
  • Bachelor's or Master's degree in Environmental Science, Environmental Engineering, or a related field.
  • Minimum of 10 years of experience in environmental consulting, with a focus on NEPA analysis, Section 106 consultation, and other federal and state environmental permitting processes.
  • Proven experience managing large-scale, multi-jurisdictional development projects involving state and federal permitting and funding.
  • In-depth knowledge of environmental regulations, including NEPA, Section 106, Section 4(f), USFWS BO consultations, USACOE Section 401/404 permits, and NPDES permits.
  • Strong technical writing and communication skills, with the ability to prepare high-quality reports, permit applications, and environmental documentation.
  • Experience with compensatory mitigation plans, stormwater pollution prevention, and land use planning (BLM processes).
  • Ability to work independently and collaboratively in a fast-paced, multi-disciplinary environment.
  • Excellent project management, organizational, and problem-solving skills.
  • Ability to navigate complex permitting processes and work effectively with stakeholders from various agencies and organizations.
  • Strong interpersonal and communication skills, with the ability to present information clearly to clients, regulatory agencies, and the public.
  • Fluency in Microsoft Office applications (Word, Excel, Visio, etc.)
  • Proficiency with environmental software and GIS tools.
  • Demonstrated experience managing cost, schedule, and quality for multiple projects.

Brightline West offers a competitive salary and robust benefits package for full-time positions. The salary range for this position is $130,000 - $156,000. Actual salaries will vary based on experience, education, budget, project, and location.
