Definition Definition: Under general supervision of the GIS Supervisor, provides Geographic Information System (GIS) database maintenance, local user and technical support, and assistance with the development of the Community's GIS applications using appropriate software. Updates current geographic data, creates new GIS data and maps, and performs geographic analysis. Works with Community staff to improve GIS database management and workflow.

Conducts local user GIS training and completes other related tasks as assigned. This job class is treated as FLSA exempt. Essential Functions: Essential functions may vary among positions and may include the following tasks, knowledge, abilities, skills, and other characteristics.

This list of tasks ILLUSTRATIVE ONLY and is not intended to be a comprehensive listing of tasks performed by all positions in this classification. Examples of Tasks 1. Evaluates and implements GIS applications in support of departmental and Community missions.

Works with end users, outside consultants, the Community's IT staff, and others to assist in the GIS program. 2. Operates computer equipment utilizing Global Positioning Systems (GPS), CAD and GIS software to create, update, and maintain maps of parcels, streets, rights-of-way, water, sanitary sewer, storm sewer, zoning, land use, and various other layers, depending upon prioritized assignments.

Operates peripheral devices such as plotters, printers, digital cameras, and scanners. 3. Assists in the maintenance of the Community's Geographical Information System (GIS).

Coordinates the production of digital and paper map products; develops and maintains GIS databases and linkages; performs GIS analysis functions and modeling; reads and interprets source documents including engineering plans, plat maps, and legal descriptions; implements quality control for GIS procedures and products; develops customized GIS/CAD automation tools, makes recommendations for improvements and upgrades to GIS processes, maps, software, and website. 4. Serves as a technical resource when assisting Community departments and enterprises with application planning and design.

Elaborates in plain, non-technical language about the capabilities and limitations of the GIS system and associated applications. 5. Reviews spatial data supplied by outside sources such as contractors, developers and other GIS data resources to ensure relevance and accuracy with respect to identified standards and/or requirements of spatial data as required.

6. Provides specialized GIS customer service. Coordinates requests (electronic, telephonic, and in-person) from internal and external customers for maps and other materials; tracks activity per adopted procedures.

7. Maintains and integrates GIS data into the enterprise system, and develops criteria and business rules consistent with adopted procedures. 8.

Provides user training for Community staff at supervisor's direction. 9. Performs other job duties as assigned by Division/Departmental leadership.

Knowledge, Skills, Abilities and Other Characteristics: Knowledge of the history, culture, laws, ordinances, customs and traditions of the SRPMIC. Knowledge of the mission, current issues, projects, organization, policies and employee responsibilities of the Engineering and Construction Services Department. Knowledge of common and uncommon techniques, concepts, methods, practices, and routines applied in GIS practice relating to the acquisition, interpretation, analysis, classification, extraction, and application of diverse and heterogeneous data from multiple sources.

Knowledge of planning, design, and construction-related documents, drawings, plans, and specifications. Skills technical skills, specialized knowledge, and extensive expertise in GIS approaches, applications, and systems. Skill in preparation of neat, accurate, and logically arranged graphic products; utilizing appropriate cartographic methods, techniques and applications.

Skill in establishing contacts and relationships with internal and external customers for the purpose of providing guidance, instruction, or technical advice or for the purpose of explaining business matters by interpreting organizational policy. Skill communicating, and instructing others, using both technical and non-technical language as appropriate to provide customer service and explanations to those for whom the subject matter is unfamiliar and/or difficult to understand. Skill in handling occasional communication with persons who are upset, uncooperative, or have difficulty communicating.

Skill in adapting to time pressures and frequent changes in tasks, priorities, and deliverables. Ability to provide guidance and training to others absent formal or official supervisory responsibilities. Ability to use initiative and judgment in working independently while recognizing matters that require the supervisor's awareness.

Ability to perform multiple tasks simultaneously. Ability to make fine, highly-controlled muscular movements to use computer equipment and graphic software applications. Ability to work independently or with others as part of a team of inter- and intra-departmental staff at varying levels of responsibility within their respective organizations.

Ability to read, interpret, and understand literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents at an advanced level. Ability to apply fundamental concepts of theories; work with advanced mathematical operations, methods, and functions of real and complex variables at an advanced level. Ability to write reports, prepare business letters, expositions and summaries with proper format and correct punctuation, spelling and grammar; applying intermediate to advanced language skills.

Ability to lift and manipulate objects up to 25 pounds with moderate dexterity. Minimum Qualifications Education: An Associate's Degree in Geographic Information Systems, Geography, and Engineering Technology or closely related, or completion of a comparable two-year college-level certification program, and (3) years' GIS work experience required. A Bachelor's Degree in a closely related field is preferred and will substitute for two (2) years' work experience.

Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered. Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
