Construction Superintendent / Site Safety & Health Officer (SSHO)

Location: MCAGCC Twentynine Palms, CA
Project Type: NAVFAC Design-Build Construction
Project Status: Approximately 50% Complete
Expected Duration: Through approximately April 2027
Position: Full-Time / Project-Based

Position Overview

We are seeking an experienced Construction Superintendent / Site Safety & Health Officer (SSHO) for an active NAVFAC design-build project at Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, California.

This is an active project that is already approximately 50% complete, with an established project team and only two primary subcontractors to coordinate. The remaining work is relatively straightforward, making this a good opportunity for an experienced federal construction Superintendent/SSHO looking to step into an organized project already well underway.

The project is anticipated to continue through approximately April 2027.

Key Responsibilities

  • Provide daily onsite supervision and coordination of construction activities.
  • Coordinate the project's two primary subcontractors, vendors, deliveries, inspections, and Government representatives.
  • Maintain the project schedule and coordinate upcoming work with the Project Manager and Quality Control Manager.
  • Conduct daily safety inspections and enforce the project Accident Prevention Plan (APP).
  • Conduct and document required safety meetings and Activity Hazard Analyses (AHAs).
  • Ensure compliance with EM 385-1-1, OSHA, NAVFAC, and project-specific safety requirements.
  • Review upcoming work to identify safety, access, material, equipment, and scheduling issues.
  • Participate in NAVFAC preparatory, initial, and follow-up meetings with the Quality Control Manager.
  • Maintain accurate daily reports documenting manpower, equipment, subcontractors, work performed, delays, safety activities, and site conditions.
  • Coordinate field changes, RFIs, inspections, and design-related issues with project management and QC.
  • Maintain an organized, professional, and safe jobsite.
  • Communicate effectively with NAVFAC representatives, subcontractors, project management, QC personnel, and design team members.

Minimum Qualifications

  • Previous experience as a Construction Superintendent on NAVFAC, USACE, DoD, or other federal construction projects strongly preferred.
  • Experience working on design-build construction projects.
  • Working knowledge of NAVFAC construction procedures and the Three-Phase Control process.
  • Qualified to serve as the project's Site Safety & Health Officer (SSHO) in accordance with contract requirements.
  • Current or acceptable OSHA 30-Hour Construction Safety training.
  • Familiarity with EM 385-1-1 requirements.
  • Ability to prepare and review AHAs, daily reports, safety documentation, and subcontractor work activities.
  • Strong construction knowledge and ability to coordinate multiple trades.
  • Ability to read and understand plans, specifications, submittals, RFIs, and project schedules.
  • Strong communication and leadership skills.
  • Must be able to obtain access to MCAGCC Twentynine Palms.

Preferred Experience

Candidates with previous experience working directly on NAVFAC Southwest or MCAGCC Twentynine Palms projects are highly preferred.

Experience with electrical/site utility construction, underground work, concrete, civil/site work, and design-build coordination is also beneficial.

Why This Position?

This is not a project starting from the ground up. The project is approximately 50% complete, the project team and procedures are already established, and there are only two primary subcontractors requiring field coordination.

We are looking for someone who can step into the existing operation, take ownership of the field, maintain NAVFAC safety requirements, keep the remaining work moving, and help carry the project through completion.
