Job Title: Construction Inspector (CI) – Airfield Runway Project

Job Location: Elizabeth City, NC 27909.

Project Duration: Anticipated from July 2026, to October 2028.

Benefits & Allowances: In addition to competitive compensation and full benefits, a monthly housing allowance of up to $2,355.00 may be authorized for qualified candidates

Job Summary

We are seeking a highly qualified Construction Inspector (CI) to provide full-time, on-site surveillance and inspection services for the Recapitalize Runway project. The CI will act as a technical advisor to the Government, ensuring the Prime Construction Contractor (PCC) complies with all contract documents, drawings, and specifications. This role involves monitoring large-scale airfield construction, including pavement restoration, electrical upgrades, and guidance signage installation.

Key Responsibilities

  • Provide daily inspection of construction activities to ensure workmanship meets the required quality and complies with contract documents.
  • Maintain an Inspector’s Daily Diary (bound notebook) and prepare detailed weekly progress reports with dated, captioned digital photographs.
  • Review and comment on progress schedules, submittals, field tests, certified payrolls, and the accuracy of the contractor's payment requests.
  • Monitor survey operations for layout/elevations and verify that "as-built" drawings are accurately maintained on a weekly basis.
  • Conduct monthly random labor standards interviews and document findings.

Qualifications

  • Minimum of 10 years of construction experience as a construction inspector, contractor superintendent, or quality control (QC) manager OR Minimum of 5 years of experience in the roles above, supplemented by a 4-year college degree in Engineering, a PE license, PMP certification, or a QA/QC certification attained within the last 10 years.
  • At least 2 years of experience working on Federal Government construction projects within the last 10 years.
  • At least 2 years of experience specifically involving airfield runway pavement recapitalization/restoration or airfield electrical component upgrades.
  • Must be fluent in both Spanish and English.
  • Security Clearance: Must be able to obtain a Common Access Card (CAC), which requires a favorably adjudicated Tier 1 background investigation
  • In-depth knowledge of general construction trades, underground utilities (electrical, stormwater, civil), and airfield pavement.
  • Proficiency in Microsoft Word and Adobe PDF for report drafting. Experience with Construction Management Software (such as Procore or Kahua) is highly preferred.
  • Thorough understanding of local and national building codes, as well as federal safety regulations.
