About the Role

GENCO Systems is seeking an experienced Construction Manager to provide on-site inspection and surveillance support for FSRM construction projects at Dyess AFB. This role is the boots-on-the-ground quality control authority ensuring contractors meet plans, specs, and contract requirements.


  • Location: Dyess AFB, Abilene, TX (On-site, no remote)
  • Schedule: Full-time | Mon–Fri, 0730–1630 | ~1,980 hrs/year
  • Clearance: Must be able to obtain CONFIDENTIAL clearance
  • Travel: Minimal — occasional day trips to Snyder, TX or Abilene


Key Responsibilities

  • Perform inspection and surveillance of construction projects to ensure contractor compliance with approved plans and specifications
  • Inspect materials, installation, and testing of complex electrical, mechanical, and hydraulic structures and systems
  • Coordinate with contractor representatives on work scheduling, interpretation of plans and specs, work methods, and material/workmanship acceptability
  • Independently resolve unique and unusual field problems; refer major decisions to higher-level personnel as appropriate
  • Review contractor cost breakdowns, progress measurement data, material/equipment reports, and field inspection reports to compute periodic payments
  • Monitor and evaluate contract progress schedules; identify delays, work stoppages, or problems that could affect construction
  • Recommend approval or disapproval of contractor submittals and progress schedules
  • Investigate and report on controversial situations that could lead to formal claims (contract changes, weather delays, labor issues)
  • Coordinate with the Contracting Officer to correct contract deficiencies or unacceptable work

Minimum Qualifications

  • 8+ years of thoroughly documented, relevant construction inspection and project management experience
  • Experience inspecting difficult and complex construction projects including electrical, mechanical, and/or hydraulic systems
  • Strong ability to interpret construction plans and specifications
  • Ability to direct discontinuance of work and escalate recommendations appropriately
  • Experience approving minor plan changes that do not alter basic design or incur additional government cost
  • Strong written and verbal communication skills
  • Valid driver's license; ability to operate a vehicle on Dyess AFB paved and gravel roads
