Position Summary

Responsible to direct the CES Revenue Cycle operations for meter reading, revenue protection and credit and collections for assigned areas. Administers the policies and procedures of Revenue Cycle to assure overall strategies and goal attainment. Accountable for customer satisfaction, as well as safety performance of the work group. Responsible for development of and compliance to company policies, procedures and standards. Manage multiple locations that require extensive driving and travel (territories may extend thousands of square miles). Accountable for adherence to multiple state and federal regulations. Manages per the labor contract, where applicable. Fiscally responsible for area budget. Positions the organization to meet the ever-changing demands of a changing and competitive environment.

Essential Responsibilities
  • Provides leadership, coaching, and support and development opportunities for bargaining and non-bargaining unit employees.
  • Manages large territories requiring extensive travel (districts may extend thousands of square miles).
  • Responsible for hiring, training, disciplines and performance evaluation.
  • Where applicable, interprets and administers the terms and conditions of labor agreement to maintain positive relations with the union; negotiates with union representatives to achieve conflict resolution, investigates, prepares, and testifies during grievances up to and including arbitration.
  • Responsible for resolution of customer requests and inquiries.
  • Interacts with entire Revenue Cycle management team to develop, maintain, and implement Xcel Energy credit policies and cross-functional process to ensure reduction of arrears, write-offs and DSO (Daily Sales Outstanding).
  • Manage implement and coordinate training of Credit policy to other credit units.
  • Interacts with entire Revenue Cycle management team to develop and maintain Revenue Protection programs, policies and guidelines in accordance to regulations, assuring consistency with industry benchmarking.
  • Coordinate customer awareness and training, as well as program implementation.
  • Review all Revenue Protection investigations.
  • Manage relationships with outsourced vendors, for assigned area, to ensure desired performance levels.
  • Serves as deregulation point of contact as deregulation becomes focal point in districts and works with other managers in deregulation implementation.
  • Interacts with entire Revenue Cycle management team to development and implement of policies and procedures, measurements, and evaluations in support of Xcel Energy's commitment to safety.
  • Utilizes demonstrated in-depth knowledge and competency in all related data acquisition applications and technologies.
  • Accountable for accurate and timely data acquisition of energy meters via utilization of human resources and technologies including automation.
  • Evaluates, recommends, develops and implements technologies and applications that ensure the integration of data in timely and accurate manner.
  • Works with Delivery Management to ensure accurate and timely technology training and installations.
  • Develops, implements, and adheres to department business plans and operating budget to support corporate strategies, standards, and goals that meet or exceed customer, shareholder, and employee commitments and requirements.
  • Performs other duties as assigned.
Minimum Requirements
  • College degree or equivalent combination of education and experience required.
  • 5 or more years of related work experience with automated and manual meter reading system, billing system operations, credit and collection procedures/policies.
  • Thorough understanding of PUC and Electric and Gas rate requirements.
  • Basic security management and loss prevention strategies is required.
  • Minimum of 3 years leadership / supervisory experience required with preferred experience in labor agreement negotiations.
  • Detailed knowledge of utility regulatory requirements, budgeting and customer resource systems (i.e., CRS) are required.
  • Demonstrated in-depth knowledge and competency in all related data acquisition applications and technologies.
  • Strong verbal and written communication skills.
