Position Purpose

Provides engineering and technical support for gas metering, instrumented metering construction requirements, best practices, metering procedures, metering inventory and testing, and regulatory requirements. Provides project management for implementation of the advanced technologies associated with Automated Metering Infrastructure (AMI), Automated Meter Reading (AMR), and all metering communication systems. Develop metering specifications and ensure vendors comply with them. Ensure that metering projects are completed within budget expectations and that the project milestones are met on time. Provide project status reports for associated projects. Analyze gas meter test results and provide monthly metering metrics reports. Collaborate with Meter & Service, Operations, Engineering, Customer Service, Billing, IT, AMI Systems, and other company stakeholders to ensure that best metering business processes and practices are utilized and that all meter-related project goals are achieved. This includes the two new gas company divisions Unitil has acquired where the companies need technical metering support and metering reports.

Technical Expertise: Provides engineering and technical support in all aspects of gas metering, including tie point metering. Provides technical support to metering personnel to ensure proper measurement and accurate billing is achieved. Provide equipment failure trend analysis. Provides technical support to metering personnel to ensure proper construction and maintenance testing. Remain knowledgeable and have the expertise to provide technical support for:

  • Gas Meter Supervisors, AMR Technicians, Instrument Technicians.
  • The establishment and maintenance of metering system policies and procedures
  • The completion of complex customer-related metering projects related to metering, commercial and industrial, tie point metering
  • Compliance with annual meter testing and monthly regulatory reporting requirements
  • Analysis of gas meter testing data
  • The accuracy of MV-90 interval data
  • The proper operation, maintenance and troubleshooting of AMR communication equipment
  • The annual purchasing requirements of meters and metering equipment and supplies
  • Successful cross-boundary interface with other functional areas in the value chain including customer accounting, customer service, procurement & inventory, plant records, plant accounting, engineering, electric operations, IT and system dispatching

Project Management: Develops and maintains scope, schedules and budgets for personnel, materials, and other resources as required to ensure the timely completion of customer service requests, as well as budgeted construction, operation, and maintenance projects involving gas metering and equipment. Provides back-up supervision for the Metering Supervisor which involves planning, organizing and supervising the work of metering personnel to ensure efficient and effective performance. Ensures that system operation, construction and maintenance activities comply with all federal, state, and local regulations, and company standards.

  • Develops goals, objectives, priorities and schedules to carry out required maintenance activities and executes the annual capital budget plan, with emphasis on scope, schedule and budget specifications.
  • Ensures the timely completion of all necessary records, paperwork, and documentation needed for accounting, regulatory, asset management, and related purposes.

Ensures successful cross-boundary interface with other functional areas in the value chain including procurement & inventory, plant records, plant accounting, engineering, IS and customer service.

Strategic Projects: Oversees the analysis and resolution of complex and difficult problems where only general operational guidelines or business principals are available. Champions business opportunities and solutions to strategic issues; participates in cross-functional teams to formulate strategy and develop new approaches to key business challenges. Collaborates on the development and implementation of new systems, processes and procedures to improve the efficiency and effectiveness of the company’s operations at the enterprise level.

  • Collaborate with colleagues on cross-functional teams to pursue opportunities for growth and value creation (e.g., gas expansion, new utility services, asset acquisition)

Qualifications for Gas Metering Specialist

  • Bachelor’s Degree in Electrical, Electronic, Computer or Gas Engineering or equivalent years of experience
  • 10 years of progressively responsible experience in gas metering technology or directly related positions (6 years of experience with an associate’s degree)
  • Excellent written and verbal communication, strong technical and analytical ability
  • Must possess and maintain a valid driver’s license based on the requirements of the state where the employee resides

Qualifications for Senior Gas Metering Specialist

  • Bachelor’s Degree in technical field (Electrical, Electronic, Computer or Gas Engineering or equivalent years of experience
  • 10 years of progressively responsible experience in gas metering technology or directly related positions or 15 years of technical experience with an associates degree)
  • Excellent written and verbal communication, strong technical and analytical ability
  • Must possess and maintain a valid driver’s license based on the requirements of the state where the employee resides
