The Position
OPEN & PROMOTIONAL EXAMINATION- ONE-YEAR PROBATIONARY PERIOD
This current recruitment is for the Water Engineering Division of Glendale Water & Power. The eligible list resulting from this recruitment may be utilized by other Departments within the City.
This management position performs a variety of complex, professional field, and office civil engineering work related to the planning, design, maintenance, and operation of water infrastructure systems.
Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
Manages major projects involving the supervision and preparation of plans, specifications, engineer's estimates, and reports involving the design, construction, and operation of water infrastructure systems such as potable/recycled water pipeline an associated improvements, pump stations, tanks, reservoirs, and treatment facilities.
Review and supervises the preparation of plans, specifications, and cost estimates for private development.
Solicits, reviews, analyzes, evaluates, and tracks bids, proposals, contracts, and agreements for compliance with City requirements and timely completion of projects.
Writes requests for proposals, requests for qualifications, project feasibility studies, work-related technical research, reports, and correspondence.
Coordinates with, supervises, and provides complex engineering and technical guidance to engineers, inspectors, consultants, contractors, vendors, other City Departments, and agencies in support of GWP Water projects to ensure compliance with City requirements.
Identifies, researches, gathers, and analyzes project design requirements including hydraulics, hydrology, existing utility plans, field data, materials, permitting, and other documents.
Prepares project meeting agendas, attend and conduct meetings, and prepare meeting minutes.
Prepares correspondence, graphs, exhibits, and reports in support of GWP Water projects.
Performs complex professional civil engineering calculations and design work for new facilities and necessary improvements/modifications to existing water systems.
Monitors project expenses and compliance with approved project budget.
Drafts City Council agenda memorandums, motions, ordinances, and resolutions.
Maintains efficient and effective working relationships with professional staff, field personnel, consultants, and contractors.
Attends and participate in GWP Commission, City Council, and other meetings as assigned.
Supervises employees of a lower classification in assigned engineering tasks. Assumes personal responsibility for ensuring the duties of the position are performed in a safe, efficient manner.

Minimum Requirements
An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Experience
Six years progressively responsible professional civil engineering experience, including three years in a responsible supervisory capacity in the Water Engineering.
Experience in municipal Water Engineering Work is highly desirable.
Education/Training
Bachelor's degree in Civil Engineering or a related field.
License(s)/Certification(s)
Valid Class C California driver's license. Registration as a Civil Engineer with the California State Board of Registration for Civil and Professional Engineers.

Promotional Eligibility
Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification. Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours. (Civil Service Rule VIII 4-E).
