Job description

In this position you will manage and oversee the County’s GIS operations, ensuring accurate, reliable, and accessible geospatial data for County departments, the public, and external agencies. You will also coordinate GIS projects across departments, and provides technical expertise in data management, mapping, analysis, and system administration. You will be a working manager and technical lead - performing complex GIS analysis, programming, and system configuration - while guiding long-term GIS planning, standards, and integration with other County systems.

You will be working independently, under limited supervision, reporting major activities through periodic meetings.
Hours:     Monday - Thursday 7:45am - 5:30pm

Salary Range: $60,916.95 - $91,375.42

Primary duties and Responsibilities of the position (And any other duties needed to help drive our vision, fulfill our mission, and support our overarching team goals)
  • Plans, organizes, and manages GIS operations, services, and projects.
  • Establishes and enforces GIS data standards, workflows, and procedures.
  • Coordinates and supports County departments, municipalities, and external partners in GIS-related projects, data initiatives, and decision-making processes.
  • Assists the IT/GIS Director with strategic planning and GIS program development.
  • Administers and maintains the County’s enterprise GIS environment including ArcGIS Pro, ArcGIS Server, and ArcGIS Online/Portal.
  • Publishes and manages map and feature services for County departments and public websites.
  • Designs, maintains, and secures enterprise geodatabases (SQL Server / ArcSDE).
  • Assists other GIS staff in maintaining and updating GIS data layers.
  • Ensures data accuracy, consistency, and compliance with County and State GIS standards.
  • Develops scripts and custom tools using Python.
  • Creates and maintains GIS web applications using modern programming languages such as JavaScript/TypeScript.
  • Implements dashboards, field data collection apps, and interactive web maps using ArcGIS Online, Experience Builder, or related tools.
  • Performs advanced spatial analysis and produces analytical maps, reports, and visualizations.
  • Manages and maintains GIS data supporting the 911 dispatch center, ensuring compliance with NG911 standards.
  • Coordinates addressing, street centerline, and MSAG updates with E911, USPS, and telecommunications partners.
  • Serves as the County’s primary liaison for regional and state GIS coordination efforts.

Additional Duties:

  • Assist IT staff as needed for equipment and software installations.
  • Provide Helpdesk support and training for County employees.
  • Performs related work as assigned.
Required Qualifications:
  • Bachelor’s Degree in Geography, GIS, Computer Science, or a related field and a minimum of five (5) years of progressively responsible GIS experience, including GIS data management and web mapping applications.
  • Experience coordinating GIS projects and working with multiple departments preferred.
  • Experience with ESRI technologies including ArcGIS Pro and ArcGIS Online/Portal required.
  • Experience administering ArcGIS Enterprise/Server environments preferred.
  • Knowledge of spatial databases (e.g., SQL Server), GIS data models, and data governance principles required.
  • Experience with scripting or automation tools such as Python is preferred.
  • Familiarity with web technologies or programming languages such as JavaScript or C# is a plus.
  • Supervisory or leadership experience preferred.
  • An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

Special Certifications and Licenses:

  • Professional GIS certification (e.g. GISP) preferred.
