Manager for Enterprise Applications and Information Systems
(Administrator II)

Compensation and Benefits

The anticipated salary hiring range is $110,000 - $140,000 per year and is commensurate with qualifications and experience.  This is a CSU Management Personnel Plan (MPP) position.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Job Summary

Under the general direction of the Vice President for Information Technology and Chief Information Officer, the Manager for Enterprise Applications and Information Systems is responsible for the strategic leadership and management of the enterprise software and information systems for the campus. The incumbent will manage the team's activities with the mission to support functional academic and business areas such as Admissions, Student Records (Registrar), Financial Aid, Advising and Degree Planning, Scheduling, Extended Education, Financial Management, Human Resources, Accounting Services, and Student Systems. Other application areas include building and supporting integration with the campus Learning Management System, process improvement applications (BPM), document imaging, BlackBoard Commerce/Transact, analytics, and campus mobile applications.

Key Qualifications

  • Knowledge of:
    • General knowledge of the principles and practices of effective management, supervision, and motivation of staff.
    • Knowledge of principles of institutional planning and project management tools.
    • Advanced proficiency with current technology and ability to determine alternate solutions and approaches to meet campus needs.
    • Current trends, developments and best practices relative to the field of information technology in order to maintain or enhance delivery of service and responsibilities.
  • Skill/Ability to:
    • Ability to assign and review the work of technical staff members.
    • Strong customer service skills and positive, proactive, customer-focused attitude.
    • Effectiveness in working with a multi-ethnic campus population of students, faculty, and staff.
    • Ability to build strong working relationships with colleagues within the organization and other supported areas
    • Communicate clearly and concisely, both orally and in writing, to prepare written reports, develop business cases, negotiate contracts and other communications.
    • Demonstrated experience to lead large-scale projects and sub-committees, utilizing one of the project management methodologies during the software development lifecycles of projects.
    • Ability to motivate, help prioritize, advise, and review the work of technical team members.
    • Exercise sound administrative judgment and initiative in the development of new methods and procedures and in the solution of difficult personnel problems.
    • Ability to review and evaluate program service delivery methods and systems and identify opportunities for improvement; implements changes to standard operating procedures to enhance services.
    • Foster employee development through coaching, counseling, training and providing timely, specific performance feedback so that employees can improve.
    • Develop and implement short and long-term plans and initiatives to meet established goals and advance the vision of the university.
    • Interpersonal and communication skills, including ability to work effectively with people of diverse backgrounds and ability to collaborate across organizational lines.
    • Strong organizational and time-management skills with the ability to work under pressure and manage multiple tasks and projects under competing deadlines and maintain flexibility in response to constantly shifting priorities.

Education and Experience

  • Bachelor's degree in information technology, or a related field.
  • Four years of demonstrated professional experience leading digital transformation, modernization, or enterprise technology initiatives.

 

Preferred Qualifications

  • Experience leading enterprise digital strategy in public-sector or regulated environments.
  • Certification or advanced training in project management, digital strategy, or change management.
  • Demonstrated success driving digital adoption across diverse stakeholder groups.
