Project Overview

The Department of Administration requires professional services to support the successful delivery of strategic and tactical IT initiatives. The Contractor will provide a Project Manager with strong business analysis capabilities to lead and support complex, multi-stakeholder technology projects from initiation through closure. The role will ensure clear requirements, well-defined scope, effective communication, and disciplined project execution.

 

The primary objectives of this engagement are to deliver project outcomes on time, within scope, and within budget while providing expert-level project management for planning, scheduling, execution, risk mitigation, and reporting. The engagement will also provide business analysis expertise to define and document requirements, assess impacts, and ensure solutions meet business needs. Project transparency will be improved through accurate documentation, dashboards, and effective communication with leadership and stakeholders. The Contractor will report to the Director of Admin IT or designated project executive and provide regular updates through established reporting mechanisms and recurring meetings.

 

Duties/Responsibilities:

Project Management Responsibilities

  • Lead end-to-end project delivery, including scope, schedule, budget, risk, quality, communication, and resource coordination.
  • Develop and maintain project plans, RAID logs, communication plans, status reports, and executive updates.
  • Manage cross-functional teams, including internal IT, vendors, SMEs, and agency partners.
  • Facilitate work sessions to validate scope, requirements, and deliverables and maintain alignment with sponsors and stakeholders.
  • Identify risks and issues and recommend and implement mitigation strategies.
  • Support procurement processes, including RFPs, SOWs, vendor oversight, and procurement-related documentation.
  • Ensure compliance with agency policies, security requirements, records management standards, and project governance frameworks.

Business Analysis Responsibilities 

  • Lead structured requirements elicitation, including interviews, workshops, journey mapping, process modeling, and data analysis 
  • Document clear, testable requirements: business, functional, nonfunctional, user stories, and acceptance criteria. 
  • Define current-state and future-state processes, workflows, and data flows; quantify KPIs and business value. 
  • Translate requirements into solution designs in collaboration with architecture, security, data, and infrastructure teams. 
  • Evaluate build-vs-buy options and support creation of diagrams, models, and integration patterns when required. 

Change Management & Adoption 

  • Develop change management and communication plans. 
  • Coordinate UAT, cutover activities, readiness planning, and post-launch support. 
  • Support adoption using metrics, user feedback, and continuous improvement loops 

Documentation Deliverables

  • Develop and maintain Project Charters defining project scope, objectives, stakeholders, and responsibilities.
  • Create Requirements Documents and User Stories capturing business and functional requirements.
  • Develop Process Diagrams and Data Flows to document business processes and system interactions.
  • Maintain Project Schedules and Work Breakdown Structures (WBS) covering tasks, timelines, and milestones.
  • Maintain RAID Logs and Decision Logs to track risks, assumptions, issues, dependencies, and project decisions.
  • Prepare Status Reports and Dashboards to communicate project progress and status.
  • Develop Communication Plans to support effective stakeholder communication.

Requirements

Education and Certifications:

  • Bachelor's degree in Information Technology, Information Systems, Business, or a related field, OR equivalent relevant professional experience.
  • PMP, PMI-ACP, or comparable certification. 

 

Required Skills:

  • Minimum 7 years of project management experience with moderate to high complexity. 
  • Demonstrated experience in business analysis and process redesign. 
  • Minimum 5 years' experience managing IT, regulatory, compliance, or enterprise-level initiatives. 

 

Preferred Skills:

  • Simultaneously manage multiple work efforts 
  • Strong schedule management and resource planning skills 
  • Ability to identify, map, and re-engineer business processes. 
  • Integrated Master Schedule skills 
  • Power BI and/or data dashboard skills 

 

Additional Skills:
