Job description

IEM is looking to bring on a Full Time- Compliance Specialist II who would be under general supervision from the Program Manager, to develop and monitor centralized procurement and contract administration compliance processes; and small business participation in the procurement/solicitation process. The incumbent may be called upon to provide support and assistance to address issues and concerns outside areas of assignment.

Primary Location:

  • Candidate must live a commutable distance to San Juan or Guaynabo, Puerto Rico.
  • Work in an Office Environment with a team.

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings.

Essential Functions:

  • Demonstrates strong leadership, integrity, accountability, communication, and teamwork.
  • Develops monitoring tools to ensure procurement and contract compliance.
  • Reviews all procurements prior to contract awards for compliance.
  • Provides technical and administrative guidance on procurement processes.
  • Reviews procurement documents to ensure alignment with the Procurement Manual and applicable laws.
  • Establishes bid standards and prepares documents for public solicitations.
  • Manages preparation of solicitation packages and vendor offers.
  • Leads or oversees proposal, offer, and bid evaluations in accordance with policies and regulations.
  • Ensures invoices comply with contract terms and oversees contract closeouts.
  • Maintains complete procurement records from start to finish.
  • Maintains a full database of contracts for goods and services.
  • Drafts and reviews Board action items related to solicitations and contract awards.
  • Recommends policy and procedure improvements to strengthen procurement compliance.

Minimum Qualifications:

  • Experience: Four (4) years of full-time purchasing experience including formal bidding, contract development, negotiations, and appeals, procurement compliance, reviewing policies and procedures to ensure compliance with local, state, and federal rules and regulations.
  • Degree: Bachelor's degree from an accredited college or university in acquisitions, purchasing/supply management, accounting, finance, business or public administration, legal or closely related field.
  • Experience and Degree Substitution: A Master's degree from an accredited institution in a qualifying field may substitute for two (2) years of the required experience.
  • An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered
  • Bilingual: English and Spanish.

Preferred Qualifications:

  • Familiarity with contract management and with the entire process of requests for proposalsis highly desirable.
  • Experience in a public organization is recommended.
