Position Summary

The Human Resources Manager is a key operational leader at Apex Building Company, LLC, responsible for overseeing all HR functions that support compliance, culture, and organizational excellence. This full time, on site role manages benefits administration, annual open enrollment, policy development, employee relations, HR trainings, payroll coordination, and federal/state reporting. The HR Manager ensures adherence to HR policies, implements HR strategies that support company goals, and fosters a positive, professional workplace environment across all Apex locations.

Key Responsibilities

Benefits Administration

  • Manage all employee benefits programs, including medical, dental, vision, supplemental insurance, and 401(k).
  • Oversee annual open enrollment, including communication, employee support, and system updates.
  • Process new hire enrollments, qualifying life events, and terminations.
  • Serve as the primary liaison with brokers and benefit vendors.
  • Maintain accurate benefit records and ensure compliance with ERISA, ACA, COBRA, and other regulations.

Policy Creation & Compliance

  • Draft, update, and maintain company policies, employee handbooks, and HR procedures.
  • Ensure strict adherence to HR policies and compliance with federal, state, and local employment laws.
  • Implement HR strategies that support organizational goals and operational consistency.
  • Develop HR forms, workflows, and documentation to support standardized processes across all offices.

Federal & State HR Filings

  • Ensure complete and timely adherence to all required federal HR filings, including but not limited to:
    • EEO 1 reporting
    • OSHA logs and annual OSHA 300A posting
    • ACA reporting (1094/1095 filings)
    • New hire reporting
    • Federal and state unemployment filings
    • FMLA documentation and compliance
    • I9 verification, audits, and retention requirements
  • Maintain accurate records and ensure compliance with DOL, IRS, OSHA, and EEOC regulations.
  • Coordinate with payroll and accounting to ensure accurate wage, tax, and employment reporting.

Compensation, Salary & Bonus Evaluations

  • Conduct salary evaluations to ensure internal equity, market competitiveness, and compliance with wage laws.
  • Support leadership in developing and administering bonus structures, including performance based and annual bonus programs.
  • Analyze compensation data, recommend adjustments, and maintain documentation for salary and bonus decisions.
  • Partner with managers to ensure fair, consistent, and transparent compensation practices across all departments and locations.

Performance Review Administration (All Branches)

  • Set up, coordinate, and administer performance review cycles across all Apex branches.
  • Ensure managers complete evaluations accurately, consistently, and on schedule.
  • Provide training and guidance to supervisors on performance evaluation standards and documentation.
  • Maintain performance review records and ensure alignment with compensation, promotions, and development plans.
  • Support goal setting processes and ensure employees receive clear, actionable feedback.
  • Track completion rates and follow up with branch leadership to ensure full compliance.

Employee Relations & Culture Building

  • Foster a positive, inclusive, and professional workplace environment.
  • Conduct exit interviews, analyze trends, and recommend improvements to retention and engagement.
  • Address employee concerns with fairness, confidentiality, and professionalism.
  • Lead culture building initiatives, recognition programs, and communication strategies that reinforce Apex’s values.

Training & Development

  • Plan and coordinate company wide HR trainings, including harassment prevention, safety, compliance, and leadership development.
  • Support onboarding and orientation for new hires.
  • Develop training materials and resources to support employee growth and operational consistency.

HR Operations & Administration

  • Maintain accurate employee records, personnel files, and HRIS data.
  • Assist with payroll operations, including timekeeping accuracy and resolving discrepancies.
  • Conduct salary evaluations and support compensation alignment across roles and locations.
  • Support recruiting, interviewing, and hiring processes as needed.
  • Manage performance documentation, corrective actions, and termination procedures.
  • Prepare HR reports, metrics, and recommendations for leadership.
  • Perform additional HR duties as needed to support the evolving needs of the company.

Required

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • 5+ Years of progressive experience in Human Resources, HR/Payroll, or people operations.
  • 5+ Years of experience with payroll processing, HRIS software, and compliance regulations.
  • Proficiency with HRIS, payroll systems, Microsoft Office, and professional business documentation.
  • PHR, SPHR, SHRM CP, SHRM SCP, or equivalent HR certification required.
  • Strong knowledge of HR policies, employment law, and HR best practices.
  • Experience supporting multi location and/or multi state operations.
  • Excellent organizational, problem solving, communication, and leadership skills.
  • Ability to work independently and collaboratively in a fast paced environment.
  • High level of professionalism, confidentiality, and integrity.

Preferred

  • Experience with Paycom HRIS.
  • Experience with Plexxis ERP (construction specific software).
  • HR experience in construction, trades, or multi state operations.
