Description

This position will join the Planning and Community Development team to perform complex professional work with a focus on GIS support and analysis work for the planning and development activities of the Town, including support to planning department staff and the general public. We are seeking candidates that have experience with spatial analysis and mapmaking, demographics and data analysis, and a demonstrated ability to collaborate with colleagues and tailor complex information to various groups.

This position requires excellent analytical and cartography skills. Successful candidates will collaborate in a fast-paced, evolving environment and must be able to adapt to change through continuous learning while empowering others through shared knowledge. Demonstrated knowledge of spatial and data analysis techniques, ESRI software, as well as a general understanding of planning and land use principles are desired. Position will entail day to day mapping and data maintenance/update work in addition to special projects and GIS/technology support to other staff as needed.
Work is performed under the general supervision of senior members of the staff and requires independent judgment and discretion in the performance of duties.
Anticipated hiring range: $69,139.20 - $84,905.60
Typical Tasks
  • Maintains/manages and develops all planning related GIS maps, layers, and databases for internal and external use;
  • Collects and manages data to create digital map products;
  • Keeps Planning and Community Development staff up to date on the latest GIS tools and system upgrades that impact day-to-day operations;
  • Collaborates with internal staff to coordinate enhancements to the GIS system and stay informed on organizational GIS use;
  • Supports and updates solutions (dashboards, web maps, ArcGIS Pro maps, etc) based on user feedback and/or system upgrades;
  • Analyzes geospatial, demographic, development, and real estate data sets to generate results for staff reports and special projects;
  • Produces maps, data, and graphics for Council, board, and commission presentations;
  • Utilizes technologies such as Salesforce, Box, Geocivix, and others to help integrate process changes, organize files, and assist with GIS integrations;
  • Works with Development Services staff on analytics for development reporting;
  • Provides GIS assistance to Planning and Community Development staff in setting up and updating AGOL or ArcGIS Pro projects, assists with external facing dashboards and open data;
  • Works with addressing staff to Georeference plans, review addresses, and enter addressing data in the Master Address Repository in GIS and Naviline;
  • Performs other job-related tasks as required.

Knowledge, Skills and Abilities
Thorough knowledge of the principles, methods, and theory of GIS and relational databases; thorough knowledge of ESRI ArcGIS platform and other applicable GIS software; thorough knowledge of cartography principles; thorough knowledge of MS Office products such as Word, Excel, and PowerPoint; knowledge of scripting languages such as Python, ESRI Arcade; knowledge of web development concepts and skills; knowledge of other specialized software used in graphic presentations (Photoshop Illustrator); knowledge of geoprocessing technology; knowledge of database design; knowledge of the basic principles of land use planning and development management; knowledge of GIS hardware; skill in the use of GIS products; ability to develop effective graphic presentations; ability to understand and carry out complex written and oral instructions; ability to manage multiple projects and to meet deadlines; ability to conduct research and solve problems; ability to communicate effectively; ability to work effectively with others; ability to work independently.
Minimum and Preferred Qualifications
Any combination of education and experience equivalent to graduation from an accredited college or university with a degree in geography, urban planning, computer science or related field with at least two years of experience working with GIS (including working with GIS software, database software, or other related software). The successful candidate will have some experience creating and maintaining GIS data, maps, and web-based mapping applications, and analyzing geospatial data.
Preference may be given to candidates with at least two years of experience in one or more of the following:
  • Experience supporting land use planning, zoning, or community development operations.
  • Experience with demographic, development, or real estate data analysis.
  • Experience developing ArcGIS Dashboards, Experience Builder applications, StoryMaps, or other ArcGIS Online solutions.
  • Experience with Python, ArcPy, ModelBuilder, Arcade, SQL, or other GIS automation tools.
  • Experience working with enterprise geodatabases and relational databases.
  • Experience integrating GIS with business systems such as Salesforce or permitting/workflow management systems.
  • GISP certification or other relevant GIS certifications.

Physical Requirements
The work in this class is generally inside and sedentary. An employee must be able to talk, hear, and see. Visual acuity is necessary in order to read and write handwritten and typewritten materials, review and draw plans, and view a computer. Walking and driving may be required in order to observe work in progress.
