Job Title: Senior GIS Analyst
Location: Raleigh, NC- 27610(Hybrid)
Duration: 12 months
Position Summary
GIS Team is seeking an experienced Technical Specialist โ€“ Expert to support the State Traffic Operations Center (STOC) and Transportation Mobility & Safety (TM&S) team. The consultant will collaborate directly with operational staff to understand business needs and deliver GIS-based solutions that improve traffic operations, routing, signal management, incident response, and situational awareness.
 
Responsibilities
  • Oversee and mentor Junior GIS Specialist.
  • Gather business requirements from STOC and TM&S stakeholders.
  • Develop, maintain, and enhance GIS web applications, dashboards, maps, and data layers.
  • Build GIS solutions using ArcGIS Online and ArcGIS Enterprise.
  • Publish and maintain hosted and referenced feature services.
  • Attend operational meetings to identify GIS improvement opportunities.
  • Translate business needs into GIS-based technical solutions.
  • Manage and prioritize GIS projects and incoming requests.
  • Troubleshoot GIS applications and provide user support.
  • Collaborate with Transportation Mobility & Safety, ITS, Signals, Hydraulics, and other operational teams.
  • Produce real-time maps and dashboards during emergencies and weather events.
  • Integrate real-time operational data into GIS applications.
  • Ensure GIS solutions follow organizational standards and best practices.
  • Delegate work to junior staff and coordinate with other GIS team members.
  • Prepare documentation and maintain GIS project records.
 
Required Skills
  • 7+ years of experience with Survey123, ArcGIS Field Maps, and ArcGIS Experience Builder
  • 7+ years of strong oral and written communication skills
  • Ability to translate business and non-GIS requirements into GIS solutions
  • 5+ years of experience with ArcGIS Pro
  • 5+ years of experience with ArcGIS Online Administration
  • Experience with Web Mapping and Cartography
  • Experience developing GIS web applications and dashboards
  • Requirements gathering and stakeholder engagement
  • GIS data management and feature service publishing
  • Strong troubleshooting, documentation, and organizational skills
  • Ability to work independently in a fast-paced operational environment
 
Preferred Skills
  • 4+ years of ArcGIS Enterprise Administration & Server Management
