Job description

Summary
This position is part of the National Archives and Records Administration, Archival Operations. Incumbent will perform a broad range of functions required for the acquisition, storage, maintenance and access of NARA's archival holdings. This could include accessioning, processing, arranging, describing, and preserving archival records and providing public services that support access.

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Archives Specialist, you will:
- Carry out a wide variety of complex actions required to transfer the legal and physical custody of federal agency or court records to NARA.
- Carry out a wide range of actions required for processing archival records according to NARA policies, procedures, and standards.
- Utilize NARA's Catalog, finding aids and related resources to respond to requests and provide access to NARA holdings for individuals, agencies, and organizations.
- Plan, oversee, or carry out holding's maintenance actions needed to preserve NARA's holdings and make them available for use.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Incumbent must be physically able to perform the duties of this position. Physical demands may include some ascending caster equipped ladders, maneuvering on catwalks and handling boxes of records stored up to 15 feet above the floor and typically weighing 50 pounds, occasionally more. The work may also demand considerable periods of maintaining a stationary position, moving, or otherwise positioning oneself to access objects, equipment, or records located in high and low places.

Specialized Experience:
Specialized Experience for the GS-09
grade level is defined as one year of experience at the GS-07 grade level, or equivalent, that is typically in or related to the position and which equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position is defined as experience:
  • Utilizing a wide range of systems or databases to search beyond readily accessible material to locate, analyze, index, and manage records; AND
  • Performing record maintenance and preservation in adherence with archival principles, procedures and record keeping practices; AND
  • Providing customer service and guidance with record research, reference and/or access services.

OR
You may substitute education for specialized experience as follows: Master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related;
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. The total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience for the GS-07 grade level is defined as one year of experience at the GS-05 grade level, or equivalent, that is typically in or related to the position and which equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position is defined as experience:
  • Performing record maintenance and preservation in adherence with archival principles, procedures and record keeping practices; AND
  • Providing customer service and guidance with record research and reference and access services.

OR
You may substitute education for specialized experience as follows: 1 full year of graduate level education OR superior academic achievement based on a Bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society;
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent.
In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F): Time-in-Grade:
For the GS-09, you must have been at the GS-07level for 52 weeks.
For the GS-07, you must have been at the GS-05 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
