Position Overview: This position supports the Marine Corps Installations Command (MCICOM) Facilities Directorate (GF) as a Cost Estimator. In this role you will provide dedicated cost research and market analysis support to the Statement of Work (SOW) Writing Cell, compiling historical cost data and commercial market intelligence to support Independent Government Cost Estimates (IGCE) for MCICOM GF facilities projects in support of program tasks. You will maintain cost data libraries and produces structured market research reports that enable Government contracting officers to develop defensible cost positions.

Anticipated Start Date: Fall 2026 


Position Responsibilities: 

  • Compile and analyze historical cost data from RSMeans, PACES, government contract databases, and prior award records to support IGCE development 
  • Conduct commercial market surveys and vendor capability research for facilities construction, sustainment, and O&M requirements 
  • Produce structured market research reports and IGCE cost support packages in compliance with FAR Part 10 and 15 requirements 
  • Maintain a living cost data library organized by project type, trade, and installation 
  • Coordinate data calls across program office sections to gather programmatic inputs required for cost justification documents 


Requirements

 Position Requirements: 

  • Bachelor's degree in finance, economics, business, engineering, or related field 
  • 4-6 years of experience in cost estimating, market research, or financial analysis in a DoW or federal facilities/construction context 
  • Familiarity with IGCE development methodologies and federal cost estimating standards 
  • Proficiency in RSMeans or equivalent construction cost databases; strong Excel and data management skills 
  • Active Secret clearance required 
  • Ability to obtain and maintain a DoD Common Access Card (CAC); active Secret clearance (or interim Secret at minimum) required at the start of performance and maintained for the duration of the contract 

Preferred Skills/Experience: 

  • Prior experience supporting MCICOM, NAVFAC, or Marine Corps installations programs 

United States of America: $90,000 USD - $110,000  USD ?(depends on state requirements for wage transparency) Base pay offered may vary depending on geography, job-related knowledge, skills, and experience.
