CACI is seeking a seasoned Business Development Executive, with a proven track record of identifying, qualifying, and capturing Enterprise IT Modernization & Operations and Agile Transformation opportunities. This role focuses on INDOPACOM and Hawaii-based mission requirements within CACI's Digital and Enterprise Solutions (D&ES) Lines of Business.
You will be responsible for driving the identification and pursuit of new business Opportunities supporting INDOPACOM, component commands, and mission partners across the Pacific theater. This role will focus on enterprise IT modernization, IT operations, Agile transformation, cloud-enabled services, digital modernization, and mission-aligned technology solutions. The successful candidate will also serve as the on-island liaison for other CACI Lines of Business, helping coordinate customer engagement, opportunity awareness, partner activity, and growth efforts across Hawaii-based pursuits. Reporting to the VP of BD for D&ES. This is a high-impact role requiring strong customer relationships, executive presence, theater awareness, and the ability to connect CACI capabilities to mission needs. Up to 50% travel should be expected.
Responsibilities:
• Build, qualify, and manage a robust D&ES pipeline aligned with CACI's strategic growth priorities focused on INDOPACOM, Hawaii-based commands, and Pacific theater mission requirements.
• Identify and pursue opportunities tied to Enterprise IT Modernization & Operations, Agile Transformation, cloud adoption, DevSecOps, ITSM, network modernization, infrastructure operations, and digital mission support.
• Serve as the on-island business development liaison for other CACI Lines of Business, coordinating customer engagement, opportunity identification, partner activity, and local market awareness.
• Shape and execute go-to-market strategies, including competitive analysis, investment planning, pricing analysis, customer positioning, and differentiated solution development.
• Develop and maintain trusted relationships with INDOPACOM, component commands, mission partners, industry partners, and key stakeholders across Hawaii and the Pacific theater.
• Collaborate with industry partners, OEMs, and internal sectors to design winning teaming strategies and capture plans.
• Prepare executive-level reports, customer engagement updates, opportunity briefs, and capture materials to support decision-making at the Sector and Corporate Executive levels.
• Lead Milestone Reviews and Capture Readiness Reviews with senior leadership.
• Track, assess, and report on emerging task orders, RFIs, RFPs, and market activity within CACI's internal systems.
• Drive proposal development and ensure compliance with business plans, solicitation requirements, customer expectations, and CACI growth priorities.
Qualifications:
Required:
• Bachelor's degree from an accredited institution.
• 10+ years of Business Development, capture, sales, account management, or growth experience supporting Federal Government or DoW IT opportunities.
• Demonstrated experience identifying, qualifying, and pursuing Enterprise IT Modernization, IT Operations, Agile Transformation, or digital modernization opportunities.
• Strong understanding of INDOPACOM, Hawaii-based defense missions, DoW acquisition environments, and Pacific theater customer priorities.
• Experience developing customer engagement strategies, pipeline plans, capture strategies, partner ecosystems, and opportunity qualification plans.
• Ability to work across business development, capture, solution architecture, operations, pricing, contracts, proposal teams, and multiple Lines of Business.
• Ability to serve as a local representative for CACI growth activities and coordinate across internal stakeholders.
• Must be located in Hawaii
• US Citizen with active DoD Secret clearance.
Desired:
• 15+ years of Business Development and capture experience with large-scale enterprise IT, mission IT, or modernization programs.
• Existing customer relationships across INDOPACOM, component commands, 4th Estate agencies, Defense Agencies, or Pacific theater mission partners.
• Experience with cloud, DevSecOps, Agile software delivery, ITSM, network modernization, infrastructure operations, data platforms, or enterprise service delivery.
• Experience pursuing opportunities through major IDIQs, GWACs, BPAs, and task order vehicles.
• Active Secret, Top Secret, or TS/SCI clearance.
• Prior experience working in Hawaii or supporting Pacific theater operations.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
