Instructional Designer
***As required by our governmental client, this position requires an active NACI/Tier I clearance or the ability to obtain a NACI/Tier I clearance to be considered. ***
Cherokee Nation Integrated Health (CNIH) is seeking a Health Communications Specialist to provide instructional design and training support services for the Global Border Health Team (GBHT) within CDC's Division of Global Migration Health. GBHT supports partner countries in strengthening public health systems and workforce capacity to prevent, detect, and respond to communicable disease threats associated with population mobility and international travel. In this role, you will support the development, adaptation, delivery, and evaluation of training and learning products for partner countries, translating technical guidance into effective, learner-centered materials.
The successful candidate will possess strong instructional design, curriculum development, training, and communication skills, with the ability to adapt technical content for diverse audiences and country-specific contexts. This position offers an opportunity to support global public health capacity building through the development of training materials, eLearning products, job aids, toolkits, evaluation tools, and other learning resources designed to strengthen border health capabilities.
Compensation & Benefits: 80K/year

Instructional Designer Responsibilities Include:
  • Design, develop, and update training materials, curricula, and learning products that support global border health capacity building.
  • Translate technical guidance into clear, accessible, learner-centered training and educational products.
  • Develop instructor-led, virtual, hybrid, and eLearning materials to support diverse learning environments.
  • Develop job aids, toolkits, facilitator guides, performance support tools, and training-of-trainers (TOT) materials.
  • Adapt and tailor training content to country-specific public health systems, risks, and operational environments.
  • Support translation processes and ensure training materials are usable and appropriate for low-resource environments.
  • Incorporate case studies, simulations, and other applied learning approaches into training products.
  • Develop and apply training evaluation strategies, tools, and knowledge and skills assessments.
  • Analyze training data and prepare evaluation reports with recommendations to improve training materials and delivery.
  • Support training implementation, pilot testing, and refinement of learning products, as needed.
  • Provide consultation to GBHT on training strategies and support the standardization of training packages.
  • Contribute to knowledge management and recommend innovative learning approaches to strengthen training effectiveness.
  • Prepare training curricula, eLearning modules, adapted materials, evaluation reports, strategy documents, and other deliverables specified at the task order level.
  • Perform other duties as assigned.

Instructional Designer Experience, Education, Skills, Abilities requested:
  • Bachelor's degree in instructional design, health education, public health, communications, education, training, or a related field.
  • Experience in instructional design, curriculum development, health education, training development, eLearning, or a related field, with experience developing and adapting learning materials for diverse audiences.
  • Experience translating technical or public health guidance into learner-centered training materials, curricula, job aids, toolkits, facilitator guides, or performance support tools.
  • Experience developing instructor-led, virtual, hybrid, and/or eLearning materials and supporting training implementation, pilot testing, and refinement.
  • Experience adapting and localizing training content to address country-specific systems, risks, operational environments, and low-resource settings; experience supporting translation processes is preferred.
  • Experience developing and applying training evaluation strategies, knowledge and skills assessments, and learning analytics; ability to analyze training data and prepare reports and recommendations.
  • Experience developing case studies, simulations, training-of-trainers materials, and other applied learning resources.
  • Strong written and oral communication, organizational, analytical, and problem-solving skills, with the ability to communicate technical information clearly to diverse audiences.
  • Ability to work independently and collaboratively with public health professionals, subject matter experts, partner organizations, and other project stakeholders.
  • Ability to support knowledge management, standardization of training packages, and development of innovative learning approaches.
  • Experience supporting global public health, workforce development, border health, communicable disease prevention, emergency response, or related public health programs is preferred.
  • Must pass pre-employment qualifications of Cherokee Federal.

Instructional Designer Preferred Qualifications:
  • Experience supporting instructional design and training programs for international, public health, governmental, or resource-limited settings.
  • Experience developing eLearning modules, facilitator guides, training-of-trainers materials, job aids, toolkits, and other performance support resources.
  • Experience with training evaluation, learning analytics, knowledge and skills assessments, and continuous improvement of training programs.
  • Experience adapting training materials for diverse cultural, linguistic, or country-specific audiences.
  • Experience with knowledge management, standardization of training packages, and innovative learning approaches.
