North Wind Site Services is focused on providing engineering, program management, environmental remediation services including investigation and characterization, environmental restoration, unexploded ordnance/military munitions response (MMRP), regulatory public involvement services, environmental compliance, logistics, and records and facility management.
POSITION PURPOSE:

The GIS Analyst will collect, analyze, interpret and map geographic information for the 611th Civil Engineer Squadron (CES). This individual will create detailed architectural plans, schematics and 3d models using AutoCAD or similar tools. The position is full time, on-site at Joint Base Elmendorf Richardson (JBER) in Anchorage, AK.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Will provide the following activities and support for the Air Force at JBER: (1) implementation of their current geospatial information systems (GIS) technology, (2) provide applications/tools to fulfill the Air Force's need to keep their GIS systems up to date to best satisfy mission requirements, (3) provide acquisition research, development and enhancement of hardware and software tools, (4) integration of new tools into existing systems, and (5) provide AutoCAD drawings from sketches and/or As-Builts.
The GIS Analyst will assist the Air Force with mapping Alaska and the Pacific Air Forces Regional Support Center (PRSC) sites to help reconcile Financial Improvement and Audit Readiness maps for Real Property. Other duties include:

  • Collect, analyze, and interpret both spatial data such as latitude, longitude, elevation and distance and nonspatial data such as population density, land-use patterns, annual precipitation levels and demographic characteristics.
  • Assemble, integrate, analyze and display data in a digital format.
  • Produce maps and other deliverables as required for each project. Will work with raster and lidar images. Must be able to georeference images and manipulate them.
  • Create and upload files to GPS units to support field crews. Download and process GPS data to integrate into GIS platform.

MINIMUM QUALIFICATIONS:
Education and Experience:

  • Bachelor's degree in GIS, Geology, environmental or physical sciences or closely related field and 4 or more years relevant experience OR a Master's degree and 2 or more years relevant experience.
  • SDSFIE geodatabase structure experience.

Skills and Abilities:

  • Knowledge of advanced application of specialized computer software to include Adobe Acrobat, Word, Excel, Power Point, AGOL and Arc Pro.
  • Ability to analyze design sketches and As-Builts.
  • Ability to follow standard operating procedures and perform basic GIS analysis.
  • Ability to handle multiple projects and deadlines concurrently, including prompt communication of potential delays.
  • Strong attention to detail to ensure drawings created using CAD are accurate according to specifications and error free.
  • Strong written and verbal skills for client and team collaboration.
  • Proficiency in GIS data conversion, analysis, and editing.
  • Ability to understand client needs and decide how best to display GIS data.
  • Strong data management skills, including the ability to efficiently integrate large amounts of GIS data into pre-defined schemas.
  • Ability to work independently with guidance from project manager and GIS technical lead.

Special Requirements:

  • Must pass background check
  • Must pass pre-employment drug screening

PREFERRED QUALIFICATIONS:

  • Proficiency in AutoCAD and related architectural design software, knowledge in 3D modeling tools and Civil 3D.
  • Basic scripting skills (Python, SQL, Arcade, ModelBuilder, etc.) are also preferred.

PHYSICAL DEMANDS:
Sit for long periods of time in office environment. Position is primarily sedentary in nature, but may involve walking throughout the building or standing for brief periods of time. The work may involve exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body. This role requires the ability to work extensively utilizing a computer screen and keyboard.
WORKING ENVIRONMENT:

Some projects require field assignments working in outdoor conditions and possibly in inclement weather. Field work may be in steep or rocky terrain.
